Pat Marone, Executive Director of The Center, supported the Human Services <br />Commission's recommendation. She explained that the funding would be applied towards an <br />HIV/AIDS Program. She asked that Council include the funding for her programs. <br /> <br /> Gary Schwaegerle, 189 W. Angela Street, was also concerned with the use of the funding <br />provided for these types of programs. <br /> <br /> Mr. Swift reiterated that all of the CDBG money could be used for new construction for <br />lower income housing. <br /> <br /> Jan Pinney, 4596 Winter Court, Executive Director of Project Heritage, represented the <br />Board of Directors of Kaleidoscope. She encouraged Council to approve the recommendation <br />made by the Human Services Commission. She also supported Council revisiting the current <br />ordinance to include programs such as hers. She concluded by thanking Council for its support <br />of Kaleidoscope programs. <br /> <br /> Bruce Fiedler, Administrator of Pleasanton Gardens, agreed that all of the programs are <br />worthy of funding. He thanked the past .and present Councils for CDGB funds. He then <br />referred to the comprehensive affordable housing survey completed by the City's planning <br />department and reiterated the number.of affordable housing units needed to meet the City's <br />requirements. <br /> <br /> There being no further testimony, Mr. Tarver declared the public hearing closed. <br /> <br /> It was moved by Ms. Dennis, and seconded by Ms. Mohr, to approve the allocation of <br />CDBG funds as recommended by staff and to consider modifying the Lower Income Housing <br />Ordinance to include funding for rehabilitation, which would allow for the full funding as <br />proposed by the Human Services Commission. <br /> <br /> A substitute motion was suggested by Mr. Pico to delete of $10,000 for Downtown <br />economic development and reallocate that money to the AIDS and Alzheimer's Programs. <br /> <br /> Mayor Tarver agreed that all of the programs are worthy of funding. He would like to <br />consider this matter as a total package rather than considering the use of CDBG and City of <br />Pleasanton's General Fund monies. <br /> <br />04/05/94 6 <br /> <br /> <br />
