April 5, 1994 <br /> <br />Mayor and Members of the City Council <br />City of Pleasanton <br />123 Main Street <br />Pleasanton, Ca 94566 <br /> <br /> Re: Agreement to utilize Growth Management Approvals <br /> Consistent with Intent of Committee <br /> <br />Honorable Mayor and members of the City Council: <br /> <br />Signature Properties has participated in good faith in developing both the recently <br />approved Modified Growth Management process and revised Growth Management <br />Program. Following these processes, Signature was allocated 150 units in 1994 and 150 <br />units in 1995 for its Ruby Hill project (through the Modified Program) and 88 units in <br />1994 and 108 units in 1995 for its Hacienda project (through the revised Growth <br />Management Program). These are the maximum units in each project for which building <br />permits are allowed to be issued in 1994 and 1995. Together, these total 238 units in <br />1994 and 258 units in 1995, which is the total maximum number of building permits we <br />are able to secure in 1994 and 1995. <br /> <br />The Council's Growth Management Committee, in reviewing the 1994 Modified Program <br />and new project submittals, sought to keep the total 1994 building permits at 701 units <br />and the 1995 building permits at 650 units. The 701 unit number was a preliminary <br />number resulting from initial developer requests under the Modified Program. In <br />attempting to maintain the 701 unit total, Signature's new Hacienda project's phasing was <br />modified to "take the place" of projects which were either dropped (Carins) or <br />subsequently rephased (Davidon's Laguna Oaks). The 88-unit Signature Hacienda first <br />phase was selected to keep the total units at 701 units in 1994. <br /> <br />Subsequently, however, City staff estimates of building permits to be issued to some small <br />project and other non-participants in the Growth Management Program added another 61 <br />units to the 1994 totals and 76 units to the 1995 totals, bringing the total to 762 units in <br />1994 and 676 units in 1995. This has caused concern on the Council about the total units <br />exceeding the 701 unit "target" which the Committee had sought to attain for 1994 and <br />exceeding the 650 unit target for 1995.
