There was general discussion about the due dates for the ballot arguments, the impartial <br />analysis, etc. <br /> <br /> Mayor Tarver suggested that staff make copies of the significant terms of the agreement <br />with EBDA to hand out to the people who are interested. Mr. Lawson could then discuss each <br />of the points. <br /> <br /> Mr. Pico believed that the ballot pamphlet ought to have a copy of the agreement so that <br />the people will know what the agreement is that they're voting on. He felt that if that was not <br />possible, then the deadline to submit the ballot information should pass. <br /> <br /> Mayor Tarver did not think that it was necessary for the voters to see the agreement <br />because what is being discussed is whether the City should participate in this project. Mr. Pico <br />is correct in that if the actual agreement needs to be part of the ballot statement then that may <br />be impossible. <br /> <br /> Mr. Roush did not think that it was legally required that the agreement be part of the <br />materials that needed to be sent to the Registrar. <br /> <br /> Ms. Scribner agreed with Mr. Pico. She believed that the voters need to know the size <br />and cost of the sewer. She was concerned that this process is bypassing the General Plan <br />Review Committee. <br /> <br /> Ms. Dennis agreed that the actual text of the agreement should be given to the voters if <br />it is not in the pamphlet. The agreement could be made available to everybody once it is <br /> <br /> Mayor Tarvet then explained why he thought this needed to be done as soon as possible. <br />He believed that the City is going to be out of sewer treatment capacity soon. <br /> <br /> Ms. Mohr believed that five months could not be that critical. <br /> <br /> Mr. Pico reiterated that he believed that the agreement should be included in the ballot <br />pamphlet. He was willing to approve this agreement in concept and to have our negotiators <br />meet with LAVWMA to press to get an agreement done that could be placed on the November <br />ballot.
