Mr. Bocian explained that the City receives a report from PGS relative to the types of <br />materials that are being recycled. The existing program allow PGS to extract materials from <br />the waste stream that one would not normally be able to extract. For example, PGS recycles <br />cardboard, wood, metal, glass and plastics. Mr. Bocian stated that staff will explore the concept <br />of multiple colored bags or colored tags for indicating the types of recyclable when sorting at <br />home. <br /> <br /> Ms. Scribner was pleased with the blue bag program. She felt that this would educate <br />the public that there is a need to recycle certain materials. <br /> <br /> Ms. Mohr suggested using the blue bags for all garbage that is not recyclable. She <br />learned that 80 % of residents' garbages were recyclable. She felt that the alternatives should <br />be considered before a final recommendation comes back to Council. Ms. Mohr stated that she <br />would like to participate in the discussions that staff will have in determining a final <br />recommendation. <br /> <br /> Mr. Pico inquired about the following items: 1) where the savings came from for the <br />automated collection service and how that would affect monthly rates; 2) if the blue bags were <br />recyclable and/or environmentally safe; and (3) about other cities recycling programs. <br /> <br /> Joe Miller, SCS Engineers, Dublin, described the automated collection service. He <br />explained that the blue bags are similar to the Hefty Bags. The City may wish to consider other <br />bags that are recyclable, similar to those in supermarkets. Mr. Miller explained the possible <br />recovery rate and returns the City would receive by using this type of system. He also indicated <br />the major benefit in an automated pickup system is in labor costs. <br /> <br /> Mr. Bocian added that the consultant did not add the direct cost in terms of rates that <br />would accrue if the City used a fully automated collection system. Pleasanton Garbage Service <br />would perhaps use that information because that have considered using such a system. <br /> <br /> It was moved by Ms. Scribner, and seconded by Ms. Mohr, to accept the refuse <br />collection services analysis report prepared by SCS Engineers; to authorize staff to meet with <br />Pleasanton Garbage Service representatives to review the consultant's recommendations as <br />specified in this report which may warrant operational adjustments for PGS; and to authorize <br />staff to prepare an implementation plan to augment the residential recycling program with a <br />"blue-bag" option for separating recyclable from refuse, and a yardwaste cornposting program. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers Dennis, Mohr, Pico and Scribner <br />NOES: None <br />ABSENT: Mayor Tarver <br />ABSTAIN: None <br /> <br />03/01194 6 <br /> <br /> <br />
