7. PUBLIC HEARINGS <br /> <br />Item 7a <br />MOdified Growth Mana2ernent Allocation Prom - Initial Reallocation of Growth <br />Mana~,ement (SR94:57) <br /> <br /> Ms. Dennis declared the public hearing open on the application. <br /> <br /> Ms. Dennis pointed out that the Robertson Homes portion of this item was continued to <br />the March 15, 1994 City Council meeting. <br /> <br /> Mr. Swift presented the staff report. <br /> <br /> Ms. Mohr felt that the term of "backlog" should be replaced. Although Council has <br />discussed this matter before, the word is still being misused. Ms. Mohr asked for clarification <br />of the Yee project. <br /> <br /> Peter MacDonald, 400 Main Street, representing Mr. and Mrs. Yee, noted that he was <br />in agreement with staff recommendation. <br /> <br /> There being no further testimony, Ms. Dennis declared the public hearing closed. <br /> <br /> Ms. Scribner commented that the Modified Growth Management Program was a giant <br />step forward from what existed. She was pleased with those developers who have taken <br />advantage of this program. <br /> <br /> Mr. Pico requested clarification of the number of backlog units and expressed concern <br />with the increased in the City's population. <br /> <br /> Mr. Swift reiteramd the number of units that may be built between now and 1999 with <br />no additional growth management approvals is approximately 2,642. <br /> <br /> It was moved by Ms. Scribner, and seconded by Ms. Mohr, that Resolution No. 94-27, be <br />adopted, approving the Modified Growth Management Allocation Program; reallocating growth <br />management approvals, authorizing the City Manager to sign documents, including subdivision <br />agreements, consistent with the reallocation, and referring to the Council committee discussion <br />concerning when custom lots may be sold. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers Mohr, Pico, Scribner and Vice Mayor Dennis <br />NOES: None <br />ABSENT: Mayor Tarver <br />ABSTAIN: None <br /> <br />03/01/94 4 <br /> <br /> <br />
