5. RESOLUTION SUPPORTIN(~ ALAMEDA COUNTY TEA GRANT APPLICATION ~
PLEASANTON/~IJNOL HISTORIC RAILROAD (SR 95:394)

Randall Lum presented the staff report.

Ms. Michelotti inquired about the previous loan of $30,000.

Mr. Roush explained the terms of the loan.

Ms. Dennis asked if this application was compatible with the development of a public
trail along what is designated as a light rail corridor and how far did this extend into the Iron
Horse trail system? Where will the project stop?

Mr. Lurn said the train would stop at Bernal and the trail it~lf would only run from
Junipero to Bernal. That is the only portion that would be considered under the application.

Ms. Dennis seemed to recall another grant for a trail development which extended the
trail through downtown as part of the Iron Horse trail connection.

Ms. Acosta stated the rail line was intended to be a pedestrian as well as the rail
corridor.

Mr. Tarvet declared the public hearing open on the application.

la~k Dove, 3263 Vineyard Avenue #114, stated he was here to support the historic train
into Pleasanton from Nlles and Sunol. He looked at the Downtown Specific Plan and felt it was
deficient when it carne to parking. The corridor through downtown Plea~anton would be a very
desirable plac~ to have a combination pedestrian bike path as well as parking to supplement the
current parking downtown. Bernal and lunipero curren~y has Ridge View Commons, the Senior
Center and hopefully soon the senior assisted independent living facility at the end of Case
Avenue. It will be a project that has a fair mount of traffic between facilities which concerns
the seniors in the area. If the railroad goes through to Bernal, parking should be put on the five
and a half acres that is at Bernal and Sunol. This presenti two problems: heavy traffic which
might be a safety issue and alio the area is populated with mature trees which would probably
have to be tom out for parking. If the railroad stops behind the lumber yard at Junipero, there
could be fifty to one hundred yards of parking. He felt operating the train more than one day
a week was a bad idea especially with the possibility of traffic from the proposed Renaissanc~
Faire site. He also had a concern about where the funds would come from to finance going
across the Sunol/Pleasanton highway at Verona into Happy Valley. How will this railroad cross
Valley Avenue on the San Francisco Water Property site.

Jack Hovingh, 4250 Muirwood Drive, felt the project was ill-defined and did not see
where the City could coLlect on the loan without approval of the project. He was concerned with
City government giving recreational organizations public funds.

11/28/95 -2-
