Mr. Pozzini replied that the franchise language states that original programming is non- <br />duplicated programming. <br /> <br /> Mr. Pico commented that in order to get to 50%, substantial new live programming <br />would have to go in. He asked if there was an opportunity to redefine the 'original <br />programming~ so that in the case of governmental programs, the rebroadcasts could be <br />considered original programming so that it would be easier to get closer to the 50% requirement. <br /> <br /> Mr. Pozzini replied that it didn't have to be original programming; it could be tapes that <br />ar~ shown. He said he could not answer the programming question but will pass it along as an <br />issue that needs to be discussed and answered!. <br /> <br /> Ms. Dennis stated that the policy was colliding with the public interest. It's not in the <br />public interest not to rebroadcast things that the public wants to see. The way the City uses the <br />channel is to make this information available to people and we do that by broadcasting more than <br />one time something that is current and timfly more than one time. That enables most people <br />to see what they are entitled to see. <br /> <br /> Mayor Tarvet said it will use the channel the way it is described unless they run in <br />intentionally to get another channel. <br /> <br /> Ms. Dennis questioned the parental control area of the channel viewing. She had tried <br />to get certain channels taken off her basic service as opposed to using the box. She felt it should <br />be easier to call up and cancel a program versus trying to figure out how to use the box. <br /> <br /> Mr. Pozzini stated that are electronic devices that can be hooked up to the cable line that <br />will block out any sensitive materials that are not desired. <br /> <br /> Ms. Dennis asked if there were a simpler way to achieve this without renting the cable <br />box, learning how to operate it, and learning where the keys are. Why can't services be turned <br />on and off in the basic service like HBO? <br /> <br /> Mr. Pozzini stated it could be customized on the cable box or a device could be put on <br />individual lines to customer homes to block out those channels. If you only want it for a <br />particular portion of the day or one offensive program on HBO, then that is much more difficult <br />to do. <br /> <br /> Ms. Dennis stated she had to rent many devices and they all have keys and they all have <br />instructions. If you hit the wrong button, you have to unplug everything, walt for it all to go <br />dead and then reinstall and reprogram everything. She felt this was very difficult. <br /> <br /> Mr. Pico commented that Council had received a letter from the Tri-Valley Community <br /> Television outlining a number of issues and concerns that it has.
