He continued, one of his clients, the Commerce Casino Card Club, has 227 tables, <br />2000+ employees and last year paid the City of Commerce $13.2 million. It is policed by the <br />Los Angeles Sheriffs Department. Last year there were more calls for service at the local high <br />school and shopping mall than there were at the card club. There are approximately 250 card <br />clubs in California. The ordinance that was suggested to Pleasanton would give the City the <br />right to come in, open the books to the club at any time, examine the books, and the Fair Board <br />would pay for an annual audit (which could be conducted at any time). He urged Council to <br />consider an ordinance for the card club. <br /> <br /> Ms. Dennis asked if there is a restaurant or bar at the wagering facility now. What <br />would be planned? <br /> <br /> Mr. Blonien stated there is a bar at the satellite wagering facility and there is a food <br />service area that serves hamburgers, sandwiches, etc. The bar would stay, but they would seek <br />to try and add different items on food service menu. <br /> <br /> Ms. Michelotti asked what the hours of operation would be? <br /> <br /> Mr. Blonien replied that this would be a twenty-four hour operation, seven days a week. <br /> <br /> Mr. Michelotti asked what if the hours were unacceptable to the community? <br /> <br /> Mr. Blonien stated that there are some card clubs that have twenty-four hour operations <br />Friday through Sunday night and two a.m. closings the rest of the week. <br /> <br /> Mr. Pico asked why the request was coming to Council so late. <br /> <br /> Mr. Blonien replied the Governor signed the Maddy bill in early August which imposed <br />the moratorium as of January 1, 1996. He then had to have meetings with the Fair Board <br />concerning this proposal. <br /> <br /> Mr. Pico mentioned that when these types of issues go to the voters, a lot of money and <br />opposition comes in from competitor clubs. Would the operator of this club and possibly the <br />Fair Board be spending money to hire consultants to take polls and lobby on behalf of the <br />gaming? <br /> <br /> Mr. Blonien replied yes. This type of election is easier to defeat than pass. Right now <br />there are elections in Ontario, Pomona, Palm Springs and San Matco. <br /> <br /> Ms. Mohr asked if approval would take a simple majority. <br /> <br /> Mr. Blonien replied affirmatively. <br /> <br />11/07/95 -18- <br /> <br /> <br />
