b. Use permit for a microbrewery on Main Street

Harry Spiliotopoulos, 4660 Ross Gate Way, stated he appeared before the Planning
Commission and raised questions about the uses of his family's parking lot for a microbrewery.
He felt that safety related concerns were agreed upon but not included in the letter he received
from the City. He asked that his concerns be incorporated into conditions of the permit.

Mayor Tarver stated that Council had not received that application yet.

Mr. Swift stated that this application was for a conditional use permit only. Unless
appealed, it would not be heard by the Council.

Ms. Acosta suggested that the Planning Director sit down with Mr. Spiliotopoulos and
see if his issues have been addressed.

c. Grants to youth programs

Dorene Paradiso, 3168 Paseo Granada, Marty Wadekamper and Pat Lane, Human
Service Commissioners, thanked Council for voting to grant the money for the youth programs.
They appreciated the opportunity to distribute that money as evenly as they could.

Mr. Pico explained that on the consent calendar the Council had authorized spending
$30,000 to ten different community groups.

d. Traffic on Francisco Street

Joe Carlucci, 4150 Francisco Street, felt the traffic on Francisco Street had been
increasing, and people trying to get home are speeding 45-50 MPH down the street. Since
several families with young children live on that street, he had tried to motion to speeders to
slow them down; and had even followed the speeders to their homes to explain the 25 MPH
speed zone. He talked to a police officer to see what could be done. He did ask the policeman
to turn in his request for a motorcycle police officer to be available. He would be willing to
have a speed bump be put in front of his house because he is afraid that something will happen
to a kid in the neighborhood.

Mayor Tarver said he did not know why the police did not respond in a more positive
way. He requested some speed enforcement in that area.

Ms. Mohr asked if the traffic was predominantly rush hour.

Mr. Carlucci stated no. It could be middle of the day, weekends, anytime. He felt that
the street is a straight shot out to Santa Rita and motorists just accelerate.

10/17/95 -4-
