EDAC Recommendations Concerning LAVWMA\EBDA Negotiations <br /> October 17, 1995 <br /> <br />Honorable Mayor and City Councilmembers: <br /> <br />The EDAC, in response to concerns raised by Councilmember Michelotti and several <br />members of EDAC, has reviewed the status of wastewater management issues facing the <br />City of Pleasanton. Presentations were made to EDAC by Randy Lum, Director of <br />Public Works, and Gordon Galvan, Councilmember of San Leandro. <br /> <br />The purpose of this report is not to present the history of wastewater management in <br />Pleasanton and the Tri-Valley. Rather, it is to present a series of recommendations to <br />the City Council which, if implemented, would overcome the stalled process at the <br />LAVWMA/EBDA level. <br /> <br />Furthermore, it is our belief that Pleasanton's economic development is best served by <br />resolving long standing public policy issues. These solutions almost always require <br />enlightened compromise and a willingness to explore creative alternatives. <br /> <br />Consistent with our prior recommendations, a sound economic climate is essential to <br />maintaining the scope and quality of services provided to the citizens of Pleasanton. Land <br />use and growth management policies should be formed based on the reasoned needs of <br />Pleasanton residents to achieve quality of community and employment opportunities for <br />today's citizens and their future generations. This requires proactive, positive leadership <br />from elected officials. <br /> <br />An opportunity for leadership presents itself in the LAVWMA/EBDA negotiations. We <br />recommend the following. <br /> <br />EDAC requests the City Council: <br /> <br />1. Direct its LAVWMA representatives to propose LAVWMA recommence negotiations <br /> with EBDA for a sensible and expeditious solution. The process envisioned has three <br /> parts: <br /> <br /> a. LAVWMA would invite the Tri-Valley Business Council to act as facilitator for <br /> LAVWMA to develop a proposal each member city and agency can support. <br /> <br /> b. Suggest the Alameda County Economic Development Advisory Board (EDAB) <br /> Executive Committee to act as facilitator for EBDA in developing a proposal each of its <br /> members can support. <br /> <br /> <br />
