subsequent subdivider of the Alteri/Marshall property prefers to try and sell houses that have <br />rear yards adjacent to the Fairgrounds property or have the Fairgrounds separated by a street <br />from houses that would front on the street. <br /> <br /> Mr. Tarver declared the public hearing open on the application. <br /> <br /> Mr. Lynn Jansen, representing Lynden Homes, explained that from the beginning, the <br />project intended to have a cul-de-sac street with thirteen homes and would be under the R-10,000 <br />guidelines. The staff asked them to consider, instead of a cul-de-sac, extending the street to the <br />creek and add a looping creek-side street. The benefits of a creek-side street was that it brought <br />the entire subdivision into this situation. The down side was that it required them to dedicate <br />more of the fight-of-way to streets and go below the 10,000 sq. ft. lot, but that they would pick <br />up benefits that would far out-weigh having smaller lots. Finally the house components were <br />brought into play and the developer opted to go with houses that were in line with the rural <br />flavor of the area. The homes included large country kitchens, wrap-around porches and semi- <br />detached garages. <br /> <br /> Ray Thompson, 1777 Rose Avenue, stated he worked with staff on this proposal. The <br />Planning Commission did agree that this was the best project brought to it regarding this site. <br />He stated that he gets joggers, cyclists, and walkers down in this area and these types of homes <br />will enhance and aesthetically fit into the character of the area. <br /> <br /> Pat Bitz, 2186-C Rheem Drive, stated he was a real estate broker representing the <br />neighbors to the west of Alteri and Marshall. Mr. Bitz commented that this project represents <br />the best work in ten years and felt his group supports the project. He felt one of the strengths <br />of the project is the creek-side road opening up the project to view the creek and the design of <br />the homes will make this a beautiful area. He felt the developer had done a quality job and will <br />bring a quality product to this neighborhood. <br /> <br /> Robert Hornbeck commented that the property to the west had been referred to as the <br />Marshall/Alteri property but his wife and sisters are property owners and are the daughters of <br />Ray Marshall. They are in full support of this project. He did not want Rose Avenue to go <br />along the Arroyo. <br /> <br /> Ms. Michelotti asked what his feeling was about the houses fronting on Rose Avenue? <br /> <br /> Mr. Hornbeck felt the only logical way to make this development was to continue Rose <br />Avenue along the County property line (Fairgrounds) and bring it around in a loop, or bring the <br />cul-de-sacs up off Rose Avenue so that the houses along the back would meet the twenty-four <br />foot wide street in the back along the Arroyo. Zone 7 insists that it has to have an access road <br />in back of the project. The land owners prefer it to be a nice road and a walkway, besides being <br />an access road. <br /> <br />10/17/95 -23- <br /> <br /> <br />
