He commented <br /> if the staff report is examined, there is no downside comparing the existing park to the <br /> modifications that are recommended. It's been suggested that one of the considerations in the <br /> staff recommendations was $136,000 in lieu park fees that the developer would have to pay that <br /> the City would then have available for other things. Has anyone made sure that the <br /> neighborhood gets representation.'? Rather than assume there has to be a land swap, why not ask <br /> the developer to work his figures and enhance the north side of the park and leave the south side <br /> of the park as is. On the streets that will connect Hartsen and Black, put in some off-street <br /> parking so that the neighborhood isn't subjected to the congestion of parking. <br /> <br /> Todd Dal Porto, 7893 La Quinta Count, supported the project as recommended. <br /> <br /> Randy Stout, 2223 Corte Melina, stated he supported the housing development and hoped <br /> the money could get to the School District as soon as possible and for the City to acquire some <br /> property tax from a dead site. He encouraged Council to keep condition #4 (single story units <br /> on Black Avenue). The addition of one more single story home would not hurt the development <br /> and felt it will take away from the current tunnel effect that is already on Black Avenue. He <br /> encouraged Council to landscape the median between Black Avenue and Hansen Park. That <br /> median has never been landscaped and becomes a muddy mess when it rains. He didn't feel it <br /> would be a hardship to the developer to add as a condition that he landscape or cement it over. <br /> <br /> Brenda Weak, 5995 Corte Venado, urged Council not to amend the land use element of <br /> the General Plan. She felt this land should be left for public space and would prefer it used for <br /> a private school or a church. This property has never been designated residential and she did <br /> not see a reason to change it now. She asked Council to reduce the growth rate as soon as <br /> possible and not to amend the General Plan to make this property residential. <br /> <br /> Christine Bourg, 4512 Second Street, stated she was Vice Chair of the General Plan <br /> Steering Committee and a teacher at Walnut Grove school. She strongly opposes the plan to <br /> amend the General Plan. The original recommendation for the Del Prado site was to remain a <br /> school site by the General Plan Steering Committee. The Committee also recommended that <br /> medium density housing should be between 2-4 units per acre, not 4.5 units. She was angered <br /> that staff recommended approval of this project and felt it was contrary to the process. She <br /> urged Council not to make the changes. <br /> <br /> Dave Griffith, 5622 Paseo Navarro, indicated he brought a petition from a few years ago <br /> which states that the residents of Del Prado area are against the proposed General Plan <br /> amendment that would change the Del Prado school site from its current designation. He felt <br /> the School Board illegally decided that the land was surplus and felt going against the vote of <br /> the General Plan Steering Committee did not make sense.
