7. MATTERS INITIATED BY COUNCIL <br /> <br /> Item 7a <br /> General Plan Update. (SR95:313) <br /> <br /> Item 4q <br /> Proposed consultant contract for preparing the General Plan Environmental Impact Report <br /> (SR95: 318) <br /> <br /> Mr. Brian Swift presented the staff report. <br /> <br /> Ms. Mohr asked if the accelerated process would actually shorten the preparation time. <br /> <br /> Mr. Swift replied that staff has a comfort level in that part of the Plan's preparation <br /> where it has complete control, that part being between now and when the draft EIR and draft <br /> General Plan update materials are completed. He thought that pan could be shortened by about <br /> a month if a consultant were hired. Once the materials are out, the process of review drops into <br /> the hands of the various commissions, the various subcommittees and Steering Committee. <br /> There is no way to know how long one of these agencies might take to review what will be a <br /> comprehensive rewrite of the General Plan. The Planning Commission appears to be interested <br /> in going in great depth over every issue. He thought the review process can start once the draft <br />.-- elements are done and the draft EIR is done. The final review period is when the Steering <br /> Committee makes its final recommendation. Staff hoped the Steering Committee' s review would <br /> happen prior to the final recommendations of any of the other City reviewing bodies so that <br /> those boards and commissions won't make recommendations on policies that the Steering <br /> Committee may later modify. <br /> <br /> Mayor Tarver commented that the Planning Commission continued this item once <br /> already. If there is a need for public workshops on issues related to the General Plan <br /> recommendations, start them now. <br /> <br /> Ms. Michelotti disagreed. From a planning perspective, the EIR fleshes out the <br /> inconsistencies. Doing workshops on items that have not been addressed in the environmental <br /> document is not going to work. <br /> <br /> Ms. Dennis was concerned that the time for the review process might be dragged out. <br /> Couldn't assistance be used as far as handling that process? <br /> <br /> Mr. Swift thought there was enough staff working on this plan. Questions can throw <br /> timing way off, or a new issue could come up from the Planning Commission or any other <br /> commission. He is, however, not anticipating any question coming up that staff could not <br /> respond to that would require significant time. <br /> <br /> 09/19/95 -17- <br /> <br /> <br />
