property owners plan of 700 units. The two opposing votes were the co-chairs of the Steering
Committee. Not only did they vote against it at the subcommittee level, they went to the
General Plan Steering Committee and lobbied against the position of the Housing subcommittee,
and voted against it. The Vineyard Corridor recommendation was 30 units on 240 acres. It's
an infill site. Ruby Hills is out there and now the Vineyard Corridor is infill. The proposed
usage on infill land is one unit per eight acres. If the best interest of Pleasanton is to be served,
these issues have to be looked at.

Mayor Tarvet stated that the individuals who worked on the General Plan worked hard
and felt the attack on their integrity was uncalled for. Attacking the people and the process was
insulting.

Lorelei Tolvtvar, 1993 Greenwood Road, stated her concern was traffic. Her home is
near a school with heavy traffic. The parking lot on Valley Avenue has no left turn access. On
August 24-251h, Amador Valley High School used the gymnasium to register for school. The
traffic impacts the neighborhood and leaves no parking during the time school starts, after
school, and sometimes during the day. She asked if the East Bay Regional Parks had been
notified to talk to the San Francisco Water Department to see if they would be interested in the
Bernal Avenue site. She also suggested a nature museum on the site.

Greg Burton, 4202 Stanley Blvd., felt the democratic process did work while he was
working on the General Plan. He appreciated the chance to work on the Circulation
subcommittee. He believes the General Plan review reflects what people really want.

Sharen Heinz, 1550 Vineyard Avenue, was requested to speak by the Vineyard Avenue
property owners. They were asked to annex by the City to capture Ruby Hill. They requested
a specific plan like Ruby Hill which was promised after Ruby Hill was in place. The 1965-1990
General Plan stated medium density was five units per acre, high density was fifteen units per
acre, and Highway 84 was to become a freeway. She purchased several gas stations which did
not come to fruition because the freeway access was not built and she felt the beautification
project caused the loss of one station. It is important that the General Plan issues be reviewed
carefully; plan for the children, plan for the people of low and high income, and continue the
economy of Pleasanton for betterment of all of Pleasanton.

Irmeli Vatanen, 1504 Redwood Drive, stated that the City will not allow any more septic
tanks. With agricultural designation for the Vineyard Corridor, there will be no money for
infrastructure. Anything that is developed will depend on a septic tank. That means the 33 acre
piece of land that she manages with one old farm house and a septic tank can be improved to
accommodate a big house. She felt the number of existing septic tanks will determine growth
in that area.

Jennifer Hosterman, 2922 Chardonnay Drive, worked on the Economic and Fiscal
subcommittee for the General Plan update. She felt this would be an award winning amendment

09/05/95 -23-
