Ms. Acosta felt that there is a way the City could effectively accept delegation of these <br /> inspections, similar to Transportation Management. There has been a bill passed that will allow <br /> some of that to happen and the County could encourage or propose legislation so that only one <br /> agency is ultimately selected for a Valley-wide effort. Maybe the City could take over what the <br /> Air Quality Board is doing and just have one entity who goes out on these inspections. <br /> <br /> Mr. Withers stated that the other agencies come into the Valley and do these inspections <br /> without the City having any prior knowledge or contact with the City. He stated that the <br /> previous hou~y fee of $39.00 was set back in 1978. <br /> <br /> Ms. Michelotti stated that if the combination of services is achieved and one inspection <br /> will take the place of three inspections, it will save the people money in the long run. <br /> <br /> Mr. Withers stated that with an expert, the inspections will be done at a more rapid pace <br /> because the consultant works with other agencies and will be more familiar with the type of <br /> installations or what has occurred elsewhere in the County. That is the primary focus at this <br /> time. <br /> <br /> Ms. Mohr asked if this will become a County function versus a City function if the single <br /> inspection idea goes through? She also asked if the City was looking for someone to carry <br /> legislation to make this happen or is this something that could happen without legislation. <br /> <br />--- Ms. Acosta stated that there are many options, but it might require a change in legislation <br /> to pick up the Air Quality Control Board fees. <br /> <br /> It was moved by Ms. Mohr, and seconded by Ms. Dennis, that Resolution No. 95-96, be <br /> adopted, authorizing the City Manager to sign the contract with Boykin Consulting Services and <br /> amending the City Master Fee Resolution to delete certain inspection fees and to add a <br /> $100/hour Hazardous Materials Administrative Fee. <br /> <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Dennis, Michelotti, Mohr, and Mayor Tarver <br /> NOES: None <br /> ABSENT: Councilmember Pico <br /> ABSTAIN: None <br /> <br /> Item 6g <br /> PrOposed Cooperative Planning Process for the San Francisco Water Department - Bernal <br /> Avenue Site.
