Wayne Hahner, 2287 Vineyard Avenue, felt that our elected officials had been <br />tompromised by staff planning. There was a great disparity between private and public <br />development. He cited recent development activity of Alameda County. He asked when the <br />public was surveyed to give the Water District the authority to sell the property. He felt the <br />quality of life will be changed and that the City has to defend its right to keep this quality of <br />lifestyle. <br /> <br /> Ms. Mohr asked staff to clarify who the property is owned by and how did San Francisco <br />get into the picture. She stated that the City of Pleasanton has never owned the property on <br />Bernal Avenue. <br /> <br /> Rick Nelson, Project Manger for the San Francisco Water Department's Bernal property, <br />stated that the property was acquired by the San Francisco Water Department in the 1930's from <br />the Spring Valley Water Company. It includes the 500 acres that is on Bernal Avenue and <br />additional holdings that were held by the Spring Valley Water Company at that time. Initially, <br />the property was used to supply the water needs of San Francisco as well as outlying <br />communities in the Bay Area. When Hetch Hetchy was developed as the main water supply for <br />San Francisco, the property on Bernal Avenue was phased out of operation for municipal water <br />needs. He stated the legal ownership or title of the property will show that it is owned by the <br />City and County of San Francisco. As with most public entities, when it has surplus assets, it <br />has the ability to sell those assets or change the use of the those assets. He felt the people who <br />will most benefit from these profits will be the utility rate users of the San Francisco Water <br />District. He stated the Water District has a large capital program to fund and is attempting to <br />try and generate revenues to help lower costs. <br /> <br /> Mayor Tarver continued this item until the 8/22/95 meeting. <br /> <br /> Item 6h <br />Time Line for annexation of San Francisco Water District Property.
