its application in a fair manner and it felt as if the City has aborted its process. It does not want <br />to come back to the City and end up without a project. It wants to continue processing its <br />planning proposal within Alameda County. <br /> <br /> The Mayor continued, there was some discussion as to whether the City of Pleasanton <br />could pursue the joint venture process and pursue annexation. He met with some members of <br />the community to get their perspective and there seemed to be a consensus from these persons <br />that Pleasanton should have control of the project. He suggested they might have some influence <br />with the Supervisors and might be able to further the process. They suggested they meet with <br />the Board of Supervisors and discuss that possibility. Thereafter, Supervisors Campbell and <br />King met with these people from the community. They came back to discuss with Mayor Tarvet <br />that the Alameda County Board of Supervisors wanted to work with the City and they suggested <br />that both staffs sit down and work out a proposal for a joint planning process that might be <br />acceptable to both parties. <br /> <br /> The Supervisors' Committee then met with San Francisco representatives and developed <br />a proposal for a joint planning process. The City now has a proposal from the County that <br />suggest that there be two people from Alameda County Board of Supervisors, two people from <br />the Pl~_nton City Council, and two people from the San Francisco Water District property, <br />to cream a decision making body to process this proposal and develop a land use plan. <br /> <br /> Mayor Tarver stated the Council has put the annexation process on hold to show good <br />faith and offered a joint planning process. <br /> <br /> At that time the proposal was given to them staff had drafted a redline proposal and put <br />it on the agenda. Ms. Michelotti stated that she did attend the meeting with Supervisors King <br />and Campbell along with the representatives from the community. Supervisors King and <br />Campbell felt the meeting was productive and encouraged the Council to go forward with the <br />development of a joint planning process. <br /> <br /> Kay Ayaia, 4515 Gatetree Circle, stated that the citizen' s committee brought together by <br />the Mayor was not sanctioned to make any decisions nor did it intend to make any decisions. <br />Its intent was to try and bring all parties to the table. She hoped Council would amend if <br />necessary the proposal that was before it or send something back that would again bring the <br />parties back together. She had calls from people in the community that wanted to be on the <br />committee. She felt there was a strong interest in this project, and rather than have the <br />committee be so small, she recommended that the project be reviewed as an open agenda item <br />until something had been accomplished. Ms. Ayala suggested that the public be informed and <br />have a way for it to voice opinions; i.e., a telephone line for that purpose. She didn't feel <br />waiting for an election would be the best way for the public to act on its desires. She also <br />suggested that maybe signs could be put up on the Bernal Avenue property so that when people <br />drive by they will know that it is being studied. The community needs to know that Council <br />wants their input and feels the process should be on-going. <br /> <br />08/07/95 -5 - <br /> <br /> <br />
