Mayor Tarver stated that options and alternatives will be discussed on August 7th. The
-- City has never received an application from San Francisco. If the process had been started in
the right way, geUing staff recommendations and not just a committee of people brought together
to dialogue and respond to San Francisco's plans, the issue wouldn't an issue now. No process
has been gone through that involves staffs analysis or sitting down to resolve issues that are
relative to the planning of this property. If that could occur, San Francisco might get an insight
to the community desires, along with its own, and how we can help each other versus being at
each others throats.

Mr. Roush suggested that the issue be put on the August 7 agenda for discussion
purposes, since San Francisco and the County are anxious to get something back. If it were
possible to come up with a counter proposal at that time, it would be in the City's interest to do
so.

It was moved by Ms. Michelotti, and seconded by Ms. Mohr, to direct that the Planning
Commission's August 2 meeting be cancelled; to take off the Council August 7 agenda the items
relating to the Final EIR, prezoning and annexation resolutions, and to continue discussion of
these items to August 7, 1995.

The roll call vote was as follows:
AYES: Councilmembers Dennis, Michelotti, Mohr, Pico, and Mayor Tarver
NOES: None
_ ABSENT: None
ABSTAIN: None

Mayor Tarver stated that he didn't want to feel the process was rushed and that people
are getting noticed. He felt that the community should be getting their ideas to the Council so
the Council can know their feelings and input about how Council should represent them.

Ms. Acosta stated that a large newspaper ad can be taken out to notice the community
since there is such little time for individual notices.

Item 7bl
Proposed Cooperative planning process for the San Francisco Water DeDartmCnt
- Bernal Avenue Site.

This item was continued to 8/7/95.

Item 7c
Status report regardin~ remaining steps for the General Review process. (IR95:46)

This item was continued to 8/7/95.

08/01/95 -18-
