talented architect and this use is probably one of the lowest traffic generators of any use around.
In her meeting with Mr. Knuppe, she discussed with him about the design being a critical issue
and working with the neighbors would be the most difficult part of it. Working with the
neighbors is critical and you need their cooperation or the risk of referendum exists. You need
their cooperation during construction or there will be complaints filed on it or after the project
is in place. Ms. Mohr stated that the Knuppes would be a great addition to Pleasanton, but she
concurred with other Councilmembers that this is not the best site for the 5A storage project.

Mayor Tarver stated he agreed with the other Councilmembers. He originally felt the
project was feasible. The design looked good, the traffic volumes were down and was less
intrusive than what is approved there now if it gets built. He had hoped that the Knuppes and
the neighborhood could work together to get approval of the project. The neighbors organized
and presented a good case as to why this isn't a good use for this land.

It was moved by Mr. Pico, and seconded by Ms. Mohr, that Resolution No. 95-83, be
adopted, denying the appeal of the decision of the Planning Commission to deny the application
of a Planned Unit Development plan to construct a two-story, 108,000 sq. ft. self-storage facility
located at 5700 Pleasanton Hill Road.

The r011 call vote was as follows:
AYES: Councilmembers Dennis, Michelotti, Mohr, Pico, and Mayor Tarver
NOES: None
ABSENT: None
ABSTAIN: None

Item 6d
City policy on transfer of wastewater capacity; request of Pat Mitchell tO trar~fer
wastewater capacity.
