Ms. Michelotti stated that she had a conversation with the City Attorney who stated that <br />if three Councilmembers wanted to reconsider a traffic issue, the Council could initiate the <br />matter. <br /> <br /> Ms. Acosta stated that option is always available to the Council. <br /> <br /> Mr. Duncan asked Mr. Pico how he arrived at his decision to open Mirador with <br />restrictions. He also asked if Mr. Pico had driven down any of the impacted streets or talked <br />with any of the neighbors on those streets. He also asked if Mr. Pico had spoken with staff <br />regarding safety or speed. Mr. Duncan asked if he had read the TJKM traffic reports or if he <br />had talked with the Pleasanton Police about the excessive speeds. Mr. Duncan asked if Mr. Pico <br />had seen the City of Pleasanton's engineering, traffic and speed zoning survey. Mr. Duncan <br />stated that he couldn't find anyone that had read the report and felt it was one of the most <br />important documents pertaining to Mirador. He stated the accident average for the area is well <br />below the state average for that type of road. With the new information and along with <br />Mr. Pico's good ideas on the other improvements, he asked again if Mr. Pico would reconsider <br />his vote. <br /> <br /> Mr. Pico stated he was on record at the previous meeting and he would not reconsider <br />his vote. <br /> <br /> Mr. Duncan stated that he felt Mayor Tarver hadn't listened to the 444 people who <br />signed the petition to open Mirador with no restrictions. Mr. Duncan stated that at the <br />Pleasanton Gardens in October 1994, Mayor Tarver said he would reconsider his vote on <br />Mirador as he did on the water rate issue. Mr. Duncan stated when Mayor Tarver was on <br />Channel 30, he stated that "he wasn't convinced it was the fight decision" and stated he thought <br />the issue would be looked at again. Mr. Duncan asked if Mayor Tarver thought his decision <br />was a mistake or did he intend to correct the mistake and reconsider the issue. Mr. Duncan <br />asked Mayor Tarver again if he will reconsider his vote. <br /> <br /> Mayor Tarver stated he was not interested in reconsidering his vote but felt there were <br />other issues that need to be addressed, like the traffic on Windmill and Peaceful Lane not being <br />able to get out on to First Street. <br /> <br /> Mr. Duncan stated that everything that is or will be done, such as the Farmer's Market <br />on church traffic, affects lower Angela. Mr. Duncan stated that in April 1991, a petition was <br />circulated seeking to keep Mirador Drive closed. He stated that in this petition are the <br />signatures of at least three individuals who were appointed to the General Plan Steering <br />Committee three years later. These three individuals were appointed to the committee; one each <br />by Mayor Tarver, and Councilmembers Pico and Dennis. Each of these individuals co-chaired <br />three of the most controversial committees in the General Plan Review Committee. One of the <br />three chaired the Circulation Subcommittee which addressed the Mirador issue. This <br />subcommittee voted 14-4 to open Mirador with no restrictions.
