Association is still requesting the abutment be removed. Mr. Cunningham stated that he realized
-- the new bridge has not been approved but when built, it will go up next to it and will be totally
supported outside of the channel. Mr. Cunningham also stated with the new home
developments, golf courses and shopping centers that have been approved, it will increase the
amount of water that will flow through the channel. Mr. Cunningham urged the Council to
work with Zone 7 and the County to control how the water will be controlled when it runs off.

Mayor Tarver stated that the City has been participating with Zone 7 and the homeowners
to remove that obstacle.

Mr. Lum stated that this was a cooperative project with Zone 7. He stated that he
learned recently that Zone 7 is having difficulty proceeding with design work, which was part
of its contribution. He stated that the City staff is now trying to pursue that matter to find what
is necessary as to the structural impacts for removal of that abutment.

Ms. Mohr asked when an update on that project would be available.

Mr. Lure stated that an update would be available in the next few months.

Mayor Tarver asked how long it would be before the homeowners would see relief from
that.

Mr. Lum stated that the structural analysis/investigation still needs to be done, which
won't be completed for several months.

Ms. Mohr asked that if the structural analysis comes back with a way that the Council
could proceed with removing the portion that is causing the obstruction to the flow, would there
be a possibility that could be done before the next rainy season. Ms. Mohr also asked if there
was some part that San Francisco plays in this project.

Mr. Lum thought it might be done by the fall even though it would be a tight time frame.
He also stated that San Francisco was not immediately involved as it relates to the abutment;
there are other kinds of flood control improvements that San Francisco would undertake as part
of its project that would have an impact in terms of helping the flood control problem overall.

Women's Suffrage

The Mayor stated that Council had proclaimed the month of August as Woman's Suffrage
Diamond Jubilee Month. He then made a presentation to Mary Jane Casper who is part of the
1995 Woman Suffrage Coalition.

Ms. Casper invited the audience to a celebration on August 261h at the Las Positas
campus auditorium from 2-5 p.m. for a Womans Suffrage program.

07/18/95 -4-
