Ms. Acosta stated that this is also a two year budget, but that the City does not spend the <br /> money until the revenue is in hand. As with the Operating Budget, the staff will be bringing <br /> quarterly reports to Council, and at the one year point, Council will be able to make changes <br /> to the CIP if the community desires have changed or if more revenue has become available. The <br /> total expenditures are approximately $53 million for the next two years. <br /> <br /> Ms. Acosta also stated that were a few adjustments made since the workshop which <br /> include a request for a landscape project along Hopyard Road. Ms. Acosta also asked that the <br /> Council not make a decision on the Kottinger storm drain by-pass project so staff can finish the <br /> analysis of the project, find out what funding is available, and bring back a recommendation. <br /> Ms. Acosta stated that the City also had a request from East Bay Regional Park District and she <br /> suggested that rather than amending the CIP if the request is considered, it might be best to have <br /> the Park and Recreation Commission review the request. If supported, then the Council could <br /> look at what amendments would be required to fund the request. <br /> <br /> Mr. Bocian noted that there are two major park projects. One is the completion of phase <br /> II of the community pool and major improvements to the Tennis and Community Park. Staff <br /> is also proposing approximately one million dollars in improvements to neighborhood parks. <br /> The water system will have some significant improvements, with major maintenance items to <br /> the water tanks and some NPID improvements to the Foothill water system. He stated that he <br /> anticipated $1.8 million for the Vineyard Avenue/Arroyo/Del Valle sewer project which will <br /> make major sewer additions in that area, and create a reserve for the East Amador relief pump <br />- system project which is be constructed around the DSRSD plant. <br /> <br /> He stated there is a proposal for street maintenance and street repairs in various locations <br /> of the City, after identifying the areas to be funded in the first year; streets in future years are <br /> determined based on need. There is $580 thousand dollars allocated for the resurfacing of <br /> Stoneridge Drive through Hacienda Business Park, $1.4 million for Santa Rita and Valley <br /> intersection improvements which is a major project and will require considerable input from the <br /> community and the Council prior to going ahead on this project. Under miscellaneous projects, <br /> a reserve is being created to address the need for a new civic center and a community center <br /> with funding over five years. Mr. Bocian stated that the staff wanted to go ahead with the <br /> construction of Fire Station #4 and the expansion of the Police Department, which was <br /> postponed four years ago due to lack of funding. <br /> <br /> Mr. Bocian stated that recently the Council approved a substantial commitment to <br /> upgrade the City's Public Safety Radio Systems, and he proposed that be extended to the Public <br /> Works operations. <br /> <br /> Ms. Michelotti asked if the resurfacing of Hopyard Road, and Stoneridge to the Arroyo, <br /> were projects considered in the past or if they were new? <br /> <br /> Mr. Lum stated that these are projects that were projected but were now being brought <br /> on-line as extra money became available.
