Mr. Dixon stated that part of the water will come from agriculture going out of business
and some will come from better efficiency.

Status Report regarding the Hacienda BART Station (IR95:30)

Marvin DeLander, the supervising project engineer, stated that the construction of the
station has started and it is 20-25% done. The BART Interstate 580 project, and the parking
lot contractor (who is beginning soon), will try to coordinate without conflicts in schedules, if
possible.

Chuck Middlebrook, Architectural Manager, discussed the BART station and its location.
He also addressed the parking lots and the transit services to and from BART. He stated that
there will be concessions on the plaza level of the station, along with restrooms. He talked
about the under the station entrances, the structure of the roof and how it fits into the business
park.

Mayor Tarver asked when we could expect 3500 parking spaces, and what is the criteria
for knowing what the parking demand is. Mayor Tarver stated he thought there wasn't enough
parking now, before the station is even completed, and feels that BART should not delay adding
more parking while the work is being done now, not at a later date.

Mr. DeLander stated that it depends on the other station in Pleasanton. If the other
station is built before 2010, the spaces won't be needed according to the EIR. If the station
parking is needed, BART can go north onto County land that was promised for such use.
Parking structures are always feasible but expensive. However, if there is a heavy demand,
there may be no other option. If the lots are continually full, especially early in the morning,
the demand is there. If there is enough parking the ridership is normally higher. Mr. De
Lander stated that the best way to build would be to take advantage of the timing now for
building extra parking, but a lack of funding is a major obstacle.

Ms. Mohr asked if BART has estimated the percentage of riders that will use the bus to
get to the station. She also asked if over-flow parking could use the County property.

Mr. DeLander stated that the projections are 5-6 years old and showed 15-20% bus
ridership projected. The projections assumed people who walk to BART, ride, bus, etc. and
that's how the projected parking space amount were determined.

Ms. Dennis asked if there were accommodations for bicycles or lockers. She also asked
how many acres of land does it take to park a certain number of cars.

05/16/95
-7-
