Ms. Mohr inquired if the legislation included approval of any offramps or interchanges. <br />A road with no on-off ramps will not promote growth. Mr. van Gelder suggested the JPA be <br />very specific on this issue. <br /> <br /> Mr. Tarver again commented that he feels the affected jurisdictions must be in <br />agreement. Mr. van Geltier agreed. <br /> <br /> Mr. Pico feels the concept of toll roads should be turned down. He believes there are <br />other alternatives that need to be explored. <br /> <br /> Ms. Mohr inquired if the revenues generated from the toll road could be allocated toward <br />doing the parallel route, thereby ending up with both. Mr. van Gelder noted that when <br />discussed as a private road, the revenues would be shared and spent on other projects in the <br />corridor. <br /> <br /> Concurring with Ms. Mohr, Ms. Michelotti agrees that San Joaquin County needs to be <br />involved in the process. <br /> <br /> Mr. Tarver repeated his motion. <br /> <br /> A motion was made by Mr. Tarver, seconded by Ms. Dennis, supporting the legislation <br />if it is modified to obtain the local jurisdictions' agreement. <br /> <br /> Ms. Dennis again noted she has a problem with the concept of the long road, however, <br />she feels the problem can be solved by use of her veto option. <br /> <br /> Mr. Tarver stated the issue is complicated and needs a lot of dialogue and problem <br />solving of the impacts to the various jurisdictions. <br /> <br /> Ms. Mohr voiced she was nervous about the unanimity portion but will support the vote. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers - Dennis, Michelotti, Mohr, and Mayor Tarver <br />NOES: Councilmember Pico <br />ABSENT: None <br />ABSTAIN: None <br /> <br />Item 6j <br />Request from Council Representatives to the Livermore-Amador Valley Water Management <br />Allencv (LAVWMA) for Direction to provide a connter-proposal to the East Bay <br />Dischargers Authority (EBDA).
