Item 6h <br />Position on SB877 (A!quist), Regional Sales Tax on Fuel (SR 95: 118) <br /> <br /> Randall Lum presented the staff report. <br /> <br /> Mr. Tarver gave his perspective to the Highway 84 project. He feels the BART station <br />gets funded before Highway 84 because it meets CMA guidelines where Highway 84 does not. <br />Mr. Tarver supported the bill as it is written. He does not want to get into a competition over <br />what projects should be funded. <br /> <br /> Ms. Mohr inquired if action on the Rainey bill is successful and a toll road is built, and <br />the funding for Highway 84 is then a Livermore issue, how would that affect the allocation of <br />funds within the Valley with respect to Mr. Tarver's concern for doing the BART station first. <br />Mr. Lum commented that any toll road funding would lessen the dependence on other funds; it <br />would reduce the pressure on these funds to be spent on Highway 84. <br /> <br /> Ms. Mohr feels the toll road or Highway 84 are release valves for Pleasanton, and they <br />are far more critical than whether people have two BART stations in the area. She feels we <br />need to get one of these projects completed as fast as possible. <br /> <br /> Mr. Tarver asked whether the MTC or local authorities get to decide how the 95 % return <br />to source is applied. If the MTC makes the allocation, he feels the money will be put into <br />Highway 84, and the West Dublin BART station will not be built. <br /> <br /> Ms. Dennis commented that the voters have not approved any money legislation as of <br />yet. She feels the public would be more supportive of mass transit than for building highways. <br /> <br /> Mr. Tarvet did not agree. <br /> <br /> Ms. Michelotti suggested the public may agree to a second BART station in Livermore. <br />She also agrees with Ms. Mohr, and looking objectively at what will fix the congestion <br />problems, the Highway 84 connection will take care of the 580-680 congestion. <br /> <br /> Mr. Tarver strongly believed that the projects to be funded needed to be specified in the <br />ballot, not necessarily with a prioritization included. Mr. Tarver felt the ballot should be very <br />specific as to what the gas tax will be able to fund, unlike Measure B's promising everything <br />and delivering only half. <br /> <br /> Mr. Pico noted that this legislation is not the only source of funding for the BART <br />station. The Tri-Valley Transportation Plan may be able to fund the BART station and 580-680 <br />improvements. He feels this legislation may be very difficult to pass because of past failed <br />measures. <br /> <br />04/18/95 -18- <br /> <br /> <br />
