(SR 95:87) <br /> <br /> Randall Lum presented the staff report. <br /> <br /> Ms. Michelotti requested clarification of the definition of a heritage tree and <br />expressed concern for the effects on the homeowners in the older areas of the city. How <br />will those property owners be informed of the requirements and their responsibilities? <br /> <br /> Mr. Lum indicated a permit is not being required because it is too burdensome. <br />The ordinance requires a licensed contractor be used to prune heritage trees in <br />conformance with ISA guidelines. The ISA guidelines are the key factor. The only way <br />the City will be made aware of a problem is if a neighbor takes issue with the way the <br />tree is being pruned. The City would then review to be sure the vitality and health of the <br />tree is preserved. The real intent of the ordinance is to protect older neighborhoods' trees <br />and to preserve the ambiance with healthy trees. <br /> <br /> Ms. Michelotti referred to eucalyptus trees. She asked if staff is implying that so <br />long as a homeowner prunes the trees in conformance with the ISA guidelines and no one <br />has complained, the homeowner can top a tree. <br /> <br />03/21/95 <br /> - 14- <br /> <br /> <br />
