It was moved by Ms. Mohr, seconded by Ms. Michelotti, to adopt Resolution No.
95-35, approving the interim development standards for the Vineyard Corridor and North
Sycamore Area.
Th~ roll call v0t~ was as followS:
AYES: Councilmembers - Michelotti, Mohr, Pico, and Mayor Tarver
NOES: None
ABSENT: Councilmember Dennis
ABSTAIN: None

There was a break at 9:16 p.m.

The meeting was reconvened at 9:23 p.m.

Item 7e
RZ-95-1, City of Pleasanton
Consider mOdificationS to Chapter 17.16 of the Pleasanton Municipal Code, Tr~
Preservation Ordinance~ to address pruning of heritage tree~ and related issues
pertaining to tree preservation. (SR 95:87)

Randall Lum presented the staff report.

Ms. Michelotti requested clarification of the definition of a heritage tree and
expressed concern for the effects on the homeowners in the older areas of the city. How
will those property owners be informed of the requirements and their responsibilities?

Mr. Lum indicated a permit is not being required because it is too burdensome.
The ordinance requires a licensed contractor be used to prune heritage trees in
conformance with ISA guidelines. The ISA guidelines are the key factor. The only way
the City will be made aware of a problem is if a neighbor takes issue with the way the
tree is being pruned. The City would then review to be sure the vitality and health of the
tree is preserved. The real intent of the ordinance is to protect older neighborhoods' trees
and to preserve the ambiance with healthy trees.

Ms. Michelotti referred to eucalyptus trees. She asked if staff is implying that so
long as a homeowner prunes the trees in conformance with the ISA guidelines and no one
has complained, the homeowner can top a tree.

03/21/95
- 14-
