Mr. Swift stated it was satisfactory to accept liability for public use of a trail across the <br />park to the arroyo down the trail and across the creek. That is different from accepting an <br />active play area. The proposed park is too small for a city-owned and maintained park. <br /> <br /> Ms. Michelotti asked when Pleasanton Avenue and St. John Street would be improved. <br /> <br /> Mr. Lum stated that project is currently in the 1998-99 Capital Improvement Progam. <br />It is possible to move them forward, but other projects will be affected. The timing issue would <br />not be settled until the growth management approval allocation is decided. <br /> <br /> Ms. Mohr referred to the concern about traffic on St. Marys and asked for clarification. <br /> <br /> Mr. Swift indicated St. Marys and Division Street carry traffic at a higher volume than <br />preferred for a residential collector street. Traffic from the proposed project will increase traffic <br />by three hundred trips; however the street is capable of handling that. It is not likely traffic on <br />Division and St. Marys will decrease in the future and the only remedy is to continue to build <br />street circulation networks to provide optional routes around the City. <br /> <br /> Ms. Mohr has anticipated a project like this for this site, which is similar to the <br />subdivision where she lives. It is very livable. She has concern about the public access to the <br />creek but feels this proposal is safe. Her concern is that there will be public use of the play <br />equipment and she is concerned that the homeowners association will find it impossible to <br />maintain. If the City approves a tot lot and later the equipment is removed, can the city accept <br />a greenbelt? <br /> <br /> Mr. Swift believed that can be handled as a minor modification to the PUD. <br /> <br /> Ms. Mohr inquired if removing sidewalks from one side of the street would allow the <br />lots to be moved forward enough to provide maintenance access to the channel. <br /> <br /> Mr. Swift stated the Zone 7 standard is a 20 ft. easement for an access road and the <br />removal of the sidewalk is not enough to accomplish this. There have been numerous <br />discussions with the applicant and Zone 7 to determine the minimum acceptable standards for <br />the Arroyo del Valle. Ten foot is enough for the homeowners to perform maintenance, but Zone <br />7 is firm in requiring a 20 ft. easement in order to assume ownership of the creek bank. <br /> <br /> Ms. Michelotti referred to the emergency vehicle access and the possible need to remove <br />the planting strip throughout the project except on Pleasanton Avenue. She liked having access <br />across the arroyo in a natural setting, such as stepping stones. She was concerned about <br />emergency access to the rear. Ms. Michelotti asked about the elevations of the Centennial Trail <br />and how it was designed. She liked the architecture, what it will bring to the neighborhood and <br />the build out of the neighborhood in the downtown area. <br /> <br />02/07/95 <br /> - 18- <br /> <br /> <br />
