finished properly and she did not like people making changes and then asking for permission after <br />the fact. <br /> <br /> Ms. Dennis said there is not a good way to fix the sill problem. <br /> <br /> Ms. Ayala asked if there was a way to have the detailed trim that was originally <br />conditioned. <br /> <br /> Mr. Swift said there are a number of ways, but none of those ways would be easy. The <br />most consistent way would be to overlap the piece that is there, but that would look unusual. It <br />would be easier to add trim to the top and bottom of the second story windows to beef up the <br />treatment, but this would not look like what was originally approved. <br /> <br /> Ms. Dennis had a concem with adding trim that would look unusual. She feels the City <br />bears some responsibility in approving the change. <br /> <br /> Ms. Michelotti said even when windows are put in stucco; there is some kind of <br />articulation. She suggested people look at the windows on the Chamber of Commerce building and <br />the Von building. She said people would be able to see the difference between trim and no trim. <br />She said it might be possible to put molding on the top of the windows on the second story to get a <br />window sill effect. She would like to see some kind of articulation to improve the aesthetics of the <br />building. She would also like the height of the fence revisited. <br /> <br /> Mayor Tarver said he frequently visits the Coffee Roast and did not like being in this <br />situation. He said from the beginning of this project there has been friction about the design issues, <br />the downtown design guidelines, the size of the building, etc. He feels Mr. Churka has responded <br />to what staff has recommended. It has taken a considerable amount of time, but it is Mr. Churka's <br />fight to build his own building, just like Mr. Hovingh has every fight to file an appeal. He said the <br />question is how far does everyone want to go with this and how much more do people want to wait. <br />It is up to Mr. Churka to decide if he wants to ask for design changes. He could support a motion <br />upholding the Planning Commissions decision. <br /> <br /> It was moved by Mr. Pico, seconded by Ms. Dennis, to adopt Resolution No. 99-043, <br />denying the appeal (Case AP-99-02) and thereby upholding the decision of the Planning <br />Commission regarding the application of Diane and Edward Churka, as filed under Case Z- <br />99-25. <br /> <br /> Ms. Michelotti made a substitute motion, seconded by Ms. Ayala, that the top <br />windows be articulated and that the Churkas consider changing the height of the fencing. <br /> <br /> Ms. Ayala agreed the fence should be lowered. <br /> <br />Pleasanton City Council 19 04/6/99 <br />Minutes <br /> <br /> <br />
