4, CONSENT CALENDAR It was moved by Ms. Dennis, seconded by Ms. Miehelotti, that the following actions be taken on the Consent Calendar: a. Approve the City Council Minutes for November 19, 1996. b. Approve the monthly disbursements in the amount of $6,497,130.28, the investment report, and COPS AB3229 expenditures report, all for the month of October 1996. (SR96:346) c. Approve the contract with Vista Universal, Inc. to provide street light maintenance to the City of Pleasanton; authorize the City Manager to execute the Street Light Maintenance Agreement. (SR96: 340) d. Accept the Public Improvements for Slurry Sealing of Various City Streets, Project No. 955004; authorize the City Clerk to file a Notice of Completion; authorize payment of the retention in the amount of $9,572.19 to Valley Slurry Seal Company thirty days after filing the Notice Completion. (SR96:342) e. Adopt Resolution No. 96-133, amending the Master Fee Resolution 92-100 to set a late fee charge and establish fines for the fourth, or subsequent, violation of the Pleasanton Municipal Code that occurs during a 36 month period. (SR96:343) f. Approve participation in amicus curiae brief concerning eminent domain. (SR96:341) g. Adopt Resolution No. 96-134, approving the First Quarter Financial Report and amending the 1996-97 Operation and Capital Improvement Budgets as follows: (SR96:344) 1. Amend the Operating Budget, as outlined in Appendix B, to reflect 1995- 96 carryovers previously approved by Council, to update beginning estimated fund balances to actual fund balances, to reflect budget amendments approved by Council to date, and to make minor First Quarter amendments. 2. Amend the Capital Improvement Program (CIP) Budget, as detailed in Tables 105 in Appendix C, to reflect 1995-96 carryovers previously approved by Council, to update projected beginning fund balances to actual fund balances, and to approve minor line item expenditure changes. 2 12/03/96
