Mr. Gigliotti indicated the State Parks model was used for the regulations of
campgrounds. It is not so much that there are problems, but that people who stay longer than
fourteen days tend to make their camps more permanent and the District wants to prevent that.
Along with the fourteen consecutive days limit, the District has a thirty day per year limit to
prevent someone vacating a site for a day and then coming back.

Ms. Mohr asked about camping facilities at Sunol and referred to water and electricity
at the Green Barn. Could the lines be extended for RV sites?

Mr. Gigliotti explained there are four primitive camp sites. It is dry camping.
He stated the District could not extend the water and power lines because the construction
necessary to do that would have too great an impact on the environment. It is a sensitive
riparian area.

Mr. Pico believed that more improvements should be made at Del Valle and Sunol,
where there are existing camping facilities. He felt more RV campers would use those facilities
than camping in a parking lot.

Mr. Gigliotti referred to Del Vaile and the increase from 64 to 150 sites. That took
fifteen years to accomplish. He believed the southern portion of Del Vaile is at capacity for
campsites. Any further expansion would impact the day use and is not desirable. The uses at
Sunol are more of a wilderness type and more camping would damage the environment.

Ms. Michelotti referred to questions regarding access of the campers to other areas of
Shadow Cliffs.

Mr. Anderson indicated the plan is to have a locked gate at normal closing hours for the
park. Anyone who is a camper there who wants to leave the park would have to make
arrangements with the campground host for ingress/egress. After quiet time, the campers are
not to be wandering around outside the camping area or on the lake.

Ms. Michelotti asked what impact a shorter stay limitation would have on revenues.

Mr. Anderson felt it would make this area less attractive for RV campers and did not
know what revenue impacts would be. The desire is to have this facility consistent with other
facilities in terms of time limits and regulations. He did not know how the length of stay would
make a difference, if all the conditions were observed and there was a campground host and
security provisions.

Ms. Michelotti inquired about the current fishing activities.

Mr. Anderson indicated that when the park is open, anyone can drive in to fish. In the
winter, the park will appear as it always has, except there will be a section dedicated to RV
campers.

8 11/19/96
