Mr. Roush indicated Mr. Wagner had been given notice in early September of the
proposed ordinance and its contents.

Ms. Acosta also indicated she had been meeting regularly with Mr. Wagner regarding
the ordinance. Staff, however, did not object to continuing the matter another two weeks.

Item 6f, an Amendment to Refuse Ordinance Concerning Construction and Demolition
Debris, continued to 12/3/96 by Councilmember Pico. Mr. Pico indicated he was continuing
this item because he had received several letters requesting the continuance. He did not want
to create the impression that the matter was being rushed.

Ms. Acosta asked if there was interest in another meeting of the Refuse Subcommittee
before this comes back to Council, especially in view of the fact that Ms. Mohr would be
leaving the Council.

Ms. Dennis inquired if the recycling issues could be addressed in this ordinance.

Mr. Roush did not believe that could occur with just a two week continuance.

There was discussion about the subcommittee meeting. It was determined that time was
important and the item would be considered on the 12/3/96 agenda, but that staff would attempt
to convene a meeting of the subcommittee as quickly as possible.

4. CONSENT CALENDAR

It was moved by Mohr, seconded by Ms. Dennis, that the following actions be taken
on the Consent Calendar:

a. Approve the City Council Minutes for November 5, 1996.

b. Proclaim the week of November 24, 1996 to November 30, 1996 as "National
Family Week".

c. Authorize the connection of 6140 Amber Lane to the City sanitary sewer and
water system, provided all connection work is done to the satisfaction of the City
Engineer and all costs are borne by the property owner; adopt Resolution No.
96-125, approving the Preannexation Agreement between Donald Jackson and the
City; authorize the City Manager to execute the Preannexation Agreement on
behalf of the City of Pleasanton; and file an application with LAFCO for the
extension of City services to the Jackson residence. (SR96:333)

.... d. Approve the plans and specifications for the Foothill Water System Improvements
(510 to Lower Zone Conversion), the Foothill Road Water Line North of

2 11/19/96
