The roll call vote was as follows:
AYES: Councilmembers - Dennis, Michelotti, and Mohr
NOES: Councilmember Pico and Mayor Tarver
ABSENT: None
ABSTAIN: None

Item 6e
Agreement and Ordinance Providing For Stabilization of Mobilehome SpaCe Rent~
(SR96:332)

The ordinance portion of this report was continued to 12/3/96.

Michael Roush presented the staff report.

John R. Dove, 3263 Vineyard Avenue, #114, representing residents of all three
mobilehome parks, thanked the City staff for its assistance and urged Council to approve the
agreement. He added that he and Mr. Richards have attempted to make sure that the residents
of the Pleasanton Mobilehome Park were represented. It has been difficult to get agreement
from that park owner on anything. He indicated in his mobilehome park there are seven coaches
to the acre with amenities and the rent in his park is 60 % of what some people are paying in
Pleasanton Mobilehome Park where the density is higher and the residents have only a trailer
space with no amenities. He urged involvement by some agency, such as the Affordable
Housing Commission, to protect those people.

Mayor Tarver commended the parties for working to reach an agreement.

It was moved by Ms. Michelotti, seconded by Ms. Mohr, to authorize the City
Manager to sign the Mobilehome Rent Stabilization Agreement.

Mr. Tarvet indicated there is an Agreement that is the result of people working together.
There is now the necessity to adopt an ordinance to provide the same type of protection. It costs
the City money to prepare and administer the ordinance and he would like to recover those
expenditures. He found it difficult to spend so much staff time and to have so many meetings
and hearings on this.

The roll call vote was as follows:
AYES: Councilmembers - Dennis, Michelotti, Mohr, Pico, and Mayor Tarver
NOES: None
ABSENT: None
ABSTAIN: None

15 11/19/96
