Mr. Tarver indicated the best course of action is to suggest to her committee that these
other bodies review the subject; he felt the Committee would support the idea.

David Vidan, 4722 Harrison Street, complained of overflow parking from Fairground
events into his neighborhood and requested Council to consider permit parking zones for the

Leslie Howard, 1027 Hancock Court, expressed her opposition to the West Las Positas
interchange proposal and pointed out there were three schools in the area. She was also opposed
to a BART station at the Mall.

Ms. Michelotti referred the speaker to the recent staff report regarding the timeline for
the West Las Positas interchange study and suggested she contact the Traffic Engineer.

Mr. Tarver also referred to the citizens committee that is being formed in January to
review the proposal.

Mr. Pico pointed out there is an established neighborhood group (Citizens for Interchange
Alternatives) that has been formed and suggested she contact Matt Sullivan or Gall Yost
Thompson.

Jack Hovingh, 4250 Muirwood Drive, objected to campaign signs that were put up more
than thirty days before the election and the proliferation of signs on Bernal Avenue and Foothill
Road. He also expressed concern about the proposed consolidation of fire departments in the
Valley. He asked why this was being done; why the Pleasanton Fire Chief was not heading the
joint fire department; how this was being financed; and whether the issue had been before
Council for public discussion. He was unaware this was happening until he read an article in
the newspaper.

Ms. Acosta indicated there are a variety of reasons for the consolidation, including
economical use of resources. There have been many other cities that have combined services
very successfully. She indicated Pleasanton's Fire Chief did not feel it was appropriate to
assume a leadership role in the joint operation because he will be retiring in two years.
She explained the advantages of combined operations. There is a cost allocation formula being
developed for the financing. Ms. Acosta indicated there have been several items on Council
agendas regarding the Joint Powers Agreement and other issues.

Ms. Michelotti apologized for her supporters putting up campaign signs earlier than was
intended.

Emie Jones, 1725 Rose Avenue, supported the combined fire departments and felt the
damage in the Oakland fire could have been minimized with such a cooperative effort and
problems with incompatible equipment could have been avoided.

-4-
10/15/96
