4. CONSENT CALENDAR <br /> <br /> It was moved by Ms. Mohr, seconded by Ms. Dennis, that the following actions be <br /> taken on the Consent Calendar: <br /> <br /> a. Approve the City Council Minutes for September 24, 1996 and October 1, 1996. <br /> <br /> b. Proclaim October 23-31, 1996 as "Red Ribbon Week". <br /> <br /> c. Authorize the connection of 3627 Vineyard Avenue to the City sanitary sewer <br /> system, provided all connection work is done to the satisfaction of the City <br /> Engineer and all costs are borne by the property owner; adopt Resolution No. <br /> 96-113, approving the Preannexation Agreements between Fredrick W. Reinhart <br /> and the City of Pleasanton; authorize the City Manager to execute the <br /> Preannexation Agreement on behalf of the City of Pleasanton; and authorize filing <br /> an application with LAFCo for the extension of City services for the residence <br /> of Fredrick W. Reinhart. (SR96:302) <br /> <br /> d. Adopt Resolution No. 96-114, appointing members to various Commissions as <br /> follows: Human Services Commission - Charles Deckert, Tim Neal and Julie <br /> Testa; Affordable Housing Commission - Larry Levin and Gary Schaegerle; <br />-- Library Commission - Ralph Levy and Terry Roberts; Civic Arts Commission - <br /> Rudolph Johnson. Adopt Ordinance No. 1697, amending Section 6.36.030, deleting Section <br /> 11.36.160, and amending Section 11.36.200 of the Pleasanton Municipal Code <br /> concerning sidewalk and street vending. <br /> <br /> g. Authorize the City Attorney and City Manager to send a response to the Alameda <br /> County Grand Jury' s recommendations on the County' s Emergency <br /> Communication System and on County jails.
