It was moved by Ms. Dennis, seconded by Ms. Mohr, to send the letter to the Board <br />of Supervisors as submitted in the staff report. <br />The r011 C~ll vote was as follows: <br />AYES: Councilmembers - Dennis, Michelotti, Mohr, Pico, and Mayor Tarvet <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br /> Ms. Michelotti felt this was a good chance for another jurisdiction to work with the City <br />to get the best results. <br /> <br /> Mr. Tarver appreciated the remarks of Mr. Jones and supported what he said. He hoped <br />this letter is strong enough and gets attention. However, he believed that what will happen is <br />the Board of Supervisors and Fair Board will work hard to change the management and have <br />open meetings, but still not give the City land use control of the Fairgrounds. He will not back <br />off that position and hoped the Fair Liaison Committee and Board of Supervisors get to the issue <br />of land use control and resolves the differences. <br /> <br /> Ms. Michelotti felt this is an opportunity to deliver what the Council wants. There is still <br />a need to identify all the issues and then fight the battle. <br /> <br /> Mr. Pico remarked that the audit report also addressed a change in the governing board <br />and the City letter is silent on that issue. He felt the City should have a representative on the <br />Board of Directors of the Fair Association. <br /> <br /> Ms. Dennis believed the report did not address that because it focussed more on the <br />primary issues. The audit already beats up the Fair Board about its management. We can bring <br />that up in the Liaison Committee. Another way of getting representation is through public <br />relations out reach. She did not feel the issue was skirted altogether. <br /> <br /> Ms. Michelotti did not feel this is a good point in time to pursue that issue. It can be <br />addressed later after we deal with other issues. She wanted to keep the focus where it should <br />be. <br /> <br /> Ms. Dennis asked the City Attorney if there would be a conflict of interest if there were <br />a Pleasanton representative on the Fair Board and Council was also asserting the City had land <br />use authority and requiring the Fair Board to make applications to the City. <br /> <br /> Mr. Roush did not think there would be a conflict. From time to time Council has <br />representatives on other Boards or Commissions that come before Council. <br /> <br /> Mr. Tarver suggested changing the last sentence in the letter regarding the Board <br />governance and management structure (where it talks about the City/Fair Liaison Committee <br /> <br /> -15- <br /> 10/15/96 <br /> <br /> <br />
