on needs in later years. He then introduced Gary Gee of the BART Police service to address
security concerns.

Gary Gee, Commander with the BART Police Department, reviewed the staff, operations
and responsibilities of the BART Police Department. Members of the BART staff and the
Pleasanton Police Department have been having regular meetings to prepare for the opening of
the new station. There has aim been outreach to the community to educate the public on the
security measures.

Ms. Mohr asked if there will be an officer or more assigned on a permanent, full-time
basis to the Pleasanton station, how many hours of the day would there be an officer on site and
how much time would be required from the Pleasanton Police Department?

Mr. Gee said there will be a community services assistant assigned full-time to the end
of the line and to the Castro Valley station. There would not be an officer at a fixed post. The
Pleasanton would be a beat with an officer patrolling the area in a marked vehicle as well as
officers on trains. Mr. Gee felt the Pleasanton Police would only be called if there were a
critical call and there was not enough time for an officer to travel from Castro Valley. He
believed the community services assistant was adequately trained and could handle most
situations.

Ms. Mohr indicated she has been hearing many comments expressing concern about what
will happen at the mail if a BART station is opened there. The Pleasanton Police Department
had to hire five additional officers to cover the mail area and she did not feel any more officers
should have to be hired by Pleasanton to cover the BART station when it has its own police
force. She could understand sharing coverage with Castro Valley if there was only one station,
but she asked for some commitment for full time coverage in the event there is a BART station
at the mall.

Mr. Gee indicated that if a west station is approved and built, it will change the entire
procedure for staffing. Even if the two Pleasanton stations became one beat there would still
not be an officer at each station full time. That would be equivalent to a policeman on every
street comer. That is not financially feasible. He assured Council there will be a police
presence and the community service assistants have the same training as police officers.

Ms. Dennis asked if the Stoneridge Mall security force would be hiring more people?

Chief Eastman indicated the Pleasanton police will be hiring more officers to cover the
north Pleasanton area, including BART and the mail. There is more commercial growth in the
area and that was taken into consideration in the last budget.

Mr. Tarver wanted a firm date for the opening of the Pleasanton station.

09/24/96
-16-
