j. Actions of the Zoning Administrator and Planning Commission. (IR96:63)
No action was required or taken on this item.

The roll call vote was as follows:
AYES: Councilmembers - Dennis, Michelotti, Mohr, and Mayor Tarver
NOES: Mayor Tarvet on Items 4g and 4i
ABSENT: Councilmember Pico
ABSTAIN: None

5, MEETINC~ QPEN TO THE PUBLIC

Jack Hovingh, 4250 Muirwood Drive, objected to restricting the time for public comment
and suggested Councilmembers use less time for their comments. He was also concerned about
the expenditure of City funds to lay tracks across the Junipero Drive extension. The ballot
measure states no city funds will be spent on the excursion train. The City has spent $10,000
in staff time, there is an unsecured loan to the PRA and now the City has laid track. These
items are approximately $50,000. If this initiative passes, how will the City recover these
moneys from the PRA? He felt this organization was taking advantage of the citizens of
Pleasanton. He felt the transportation corridor could be preserved without laying rail and he
believed the tracks were for standard freight trains, not light rail.

(Councilmem ber Pico arrived at 7:12 p.m.)

Mr. Lum indicated the County of Alameda required placement of the tracks as a
condition of allowing the City to cross the right-of-way. He indicated the rail that was installed
can serve for freight and light rail.

Mary Roberts, 1666 Vineyard Avenue, supported the five minute limit for speakers and
believed it will encourage people to be more organized in their presentations. She also felt some
people don't want to bother Councilmembers by telephone or by sending written correspondence.
She suggested having an E-mail address for Council.

Ms. Acosta announced that the City now has a Home Page on the Internet and E-mail
addresses will be available shortly.

Pat Murray, 4470 Mirador, was appalled at the attacks on some Councilmembers made
by speakers at the last Council meeting. She did not think Council meeting time should be
wasted on political rhetoric. She then referred to discussions about scheduling special Council
meetings and felt the other commitments of the Councilmembers should be secondary to Council
meetings.

09/17/96
-3-
