Ms. Mohr felt perhaps charging a booth fee instead of a percentage of receipts was more <br />appropriate. <br /> <br /> Ms. Dennis felt that if the policy on nonprofit organizations is not enforced, perhaps it <br />should be changed. She suggested a fixed fee that does not require getting information on gross <br />receipts. She also asked what happened to the proposed Wine and Jazz Festival. <br /> <br /> Lily Ault, Pleasanton Downtown Association, stated the Wine and Jazz Festival was <br />postponed to next year because of some difficulties that had been encountered. <br /> <br /> Ms. Michelotti referred to problems with the public address system at the Highland <br />Games event downtown and inquired if someone would be available to coordinate events. She <br />also suggested the concert series be extended. <br /> <br /> Ms. Ault indicated there was a lack of communication with the Caledonians. She <br />indicated it is the policy to have a Downtown Association representative at events to act as <br />liaison and to assist the event sponsors. In addition, there is a wrap up meeting after every <br />event to go over what happened and how it can be improved the next time. With regard to the <br />concert series, she explained that towards the end of the series, it starts to get dark before the <br />concerts are over and there are sometimes problems with children. She also cited conflicts with <br />Main Street events. The Downtown Association tries to provide events that will suit a variety <br />of interests to draw as many people as possible. She indicated there was a meeting of the Board <br />scheduled to review the 10% policy regarding nonprofit organizations. <br /> <br /> John Silveira, 4725 First Street, Suite 200, introduced himself as the manager of the <br />Farmers Market, and newest member of the Board for the Downtown Association. He assured <br />Council that the concerns raised this evening will be presented to the Board for discussion. <br /> <br /> Aytar Burud, 148 Ray Street, indicated he had been on the Advisory Board and it spent <br />seven or eight weeks reviewing this issue. Originally, he wanted the fee to be $25 because the <br />City business license fee starts at $25. Others wanted $75, so the $50 fee was the compromise <br />agreed upon. <br /> <br /> There being no further speakers, the public hearing was closed. <br /> <br /> It was moved by Ms. Michelotti, seconded by Ms. Dennis, to reintroduce Ordinance <br />No. 1689, to be read by title only and waiving further reading thereof, amending the <br />manner in which the annual downtown assessment is levied, including that for insurance <br />agents, the fee will based on gross receipts rather than imposing the maximum assessment. <br /> <br />09/10/96 <br /> -4- <br /> <br /> <br />
