6. PUBLIC HEARINGS AND OTHER MATTERS <br /> <br />Item 6a <br />Consideration of refuse service alternatives. including variable container rates. greenwaste <br />collection, automated Service. and commercial compacted refuse rates. (SR 96:240) <br /> <br /> Chris Sherwood presented the staff report. <br /> <br /> Ms. Dennis ask if the rate based on volume was the same as the rate based on weight. <br /> <br /> Mr. Sherwood said it was not. <br /> <br /> She asked if the rates for extra pickups could be used to offset the barrel size. <br /> <br /> Mr. Sherwood said that is possible. Right now the rate is not specified in the resolution. <br />It is $3.60 for each extra pickup per container. Staff prefers to implement this service option <br />and determine if there is going to be a problem with customers who require numerous additional <br />pickups. It is possible with the moderate price discount for smaller containers, that customers <br />with additional pickups could end up paying more for the small container than they would with <br />the 90 gallon container. Whether this makes a difference in the revenue neutrality remains to <br />be seen because it is unknown how many customers will choose the 35 gallon can and how many <br />will want an additional pickup. <br /> <br /> Ms. Dennis referred to the incentives to bring recyclables to the transfer station. She <br />asked if there was discussion to allow additional discounts for people with smaller containers <br />who bring their recyclables to the station. <br /> <br /> Mr. Sherwood indicated that was not discussed. They would get the same discount as <br />others. <br /> <br /> Mayor Tarver declared the public hearing open. <br /> <br /> Angeline Summers, 4750 Sutter Gate Avenue, asked if Measure D was voted on by the <br />public. <br /> <br /> Mr. Sherwood indicated it was adopted by the Alameda County voters in 1989 or 1990 <br />and established a $6.00 per ton fee for material deposited at Alameda County landfills. That <br />money is then distributed back to the County and cities to enact recycling programs. <br /> <br /> Ms. Summers asked what the rate per user would be if they did not take the greenwaste <br />container. She also referred to the blue bag program and indicated her blue bag outweighs her <br />household waste. She has been recycling since 1968 and related her practices. She believed that <br />people with 32 gallon service were subsidizing those with 90 gallon service. She believed <br /> <br />09103196 -3- <br /> <br /> <br />
