company chose not to locate near residential areas because there may have been problems. <br />Thoratec is a fine company, but he could not support putting this facility in this location. He <br />felt there was a commitment to this neighborhood in the early nineties regarding the nature and <br />type of facility to be allowed in this location and there was substantial dialogue with respect to <br />that. Them were severe conditions on the development that was approved regarding height, etc. <br />He recognized that retail may not be the best use near a residential neighborhood. There have <br />been problems in other areas of the city. He encouraged Thoratec to work with the <br />neighborhood and take a proactive role to invite the neighbors to participate in mitigation of <br />concerns. He suggested adding a condition requiting citizen participation in mitigation <br />programs. <br /> <br /> It was moved by Ms. Michelotti, seconded by Ms. Dennis, to adopt Resolution No. <br />96-101 approving a negative declaration for the project. <br /> <br /> Ms. Mohr indicated part of the reason the severe conditions were placed on the approved <br />retail use in this location, was that there was reluctance from the neighbors, as well as staff and <br />Council, to change from garden office use to retail. With respect to parking, should there be <br />a change in tenant and use requiring more parking, Council would not allow that and would most <br />likely require construction of a parking structure. The Economic Development Advisory <br />Committee has been wanting this kind of company to come to Pleasanton for a long time.
