because it didn't see any benefit to it. Livermore was given $5 million from TVTC dedicated <br /> to Highway 84. Pleasanton has made no request for additional benefits other than not wanting <br /> the elimination of the Hopyard access. Pleasanton is contributing its fair share without getting <br /> any significant benefit. We are simply paying our fair share to the interchange. <br /> <br /> Ms. Michelotti believes there is an immediate need for a West BART station hearing. <br /> She also believes the TVTC is committed to making the regional projects happen. She agreed <br /> with the points made by Mr. Tarver as to what should be in the agreement. It is in Pleasanton's <br /> best interest to get the credits due to the City. Ms. Michelotti advised she is willing to move <br /> forward and make the commitment to the project so that it can be built; timing is essential. If <br /> delayed, a lot more taxpayer money will be spent. <br /> <br /> Mr. Pico commented that he is seriously concerned about the environmental impact of <br />the total flyover project, not just one leg of the project. One example of an impact is the West <br />Las Positas interchange. There may be considerable access lost to the Stoneridge Drive exit <br />with the westbound 580 to southbound 680 flyover. That traffic could potentially then get off <br />at West Las Positas. This is not being addressed. Once the first leg is built, we are committed. <br />The TVTC model used for the fair share calculation states that with the completed flyover <br />project by 2010 we will still have gridlock on the freeways. Why are we looking at the whole <br />process if it is not going to create some significant future benefit. We haven't had input on this <br />issue. Another impact on Pleasanton is the traffic from the new Highway 84 dumping traffic <br />on Stanley Boulevard which will flow into downtown Pleasanton. If the public hearings are <br />opened to talk about the Stoneridge BART station, the question of whether we really want the <br />flyover project should also be addressed. He questioned whether it would make more sense to <br />use our resources (the $5 million local match) to improve Highway 84 by making it straighter <br />and safer. This may be a better use of the funds. He sees Pleasanton as bearing the brunt of <br />the burden with some of these improvements and there is no projected source of funds to <br />complete all of the projects we are looking at. Having said that, he is also concerned that by <br />opening everything up for review. We could potentially lose money for the flyover, the BART <br />station and Highway 84. His sense is that there has been a lot of discussion up to now and we <br />probably need to continue with the priorities set by the TVTC. Whether we like the projects <br />or not, we should move ahead in the spirit of cooperation on a regional basis. <br /> <br /> Ms. Michelotti asked Mr. Tarver how long the flyover project has been the number one <br />priority. <br /> <br /> Mr. Tarver thought it had been a priority since the Measure B vote. <br /> <br /> Ms. Michelotti commented the approved General Plan asked for an increase in the <br />number of parking spaces for the BART station. She would like to see the parking spaces <br />located on the north side of 1-580. <br /> <br /> Ms. Mohr stated it has always bothered her that we have a federal interchange with <br />impacts on the local jurisdictions with no federal money to help solve the problems.
