There being no further testimony, the public hearing was closed. <br /> Ms. Mohr asked when the Specific Plan is expected to be completed. <br /> Ms. Acosta hoped it would be complete by December 1997. <br /> <br /> Ms. Mohr was concerned about the timing of the construction and the possibility that the <br />road would not be built before Spring of 1998. There are many things beyond our control. For <br />instance, if Mr. Hahner had not raised his questions, this agreement might have been in place <br />back in April and the road would have been done by now. <br /> <br /> Mr. Tarver indicated that there is a statement in the preannexation or development <br />agreement that says improvements shall be paid prorata as determined by the City Engineer. <br />In addition, there is a provision that Signature will advance funds for such construction if <br />necessary to accelerate the timetable for construction. He remembers the discussion about the <br />Vineyard Corridor and the "S" curve and the need to get that road straightened as soon as <br />possible, not three years from now. He also recalled discussion about whether or not to proceed <br />with development and occupation of the housing units until that was done. It was said that the <br />road would be completed so let's no worry about that now. Three years later, we are talking <br />about putting it off another year and that is not acceptable. The roadway needs to be <br />straightened now and the prior agreement requires Ruby Hill to straighten the "S " curve and the <br />City Engineer will determine the prorata shares. There is nothing that calls for the City to <br />approve a reimbursement agreement prior to the construction. Signature is now saying it will <br />not proceed until it gets a reimbursement agreement. If that is the case, let's approve these <br />agreements. He agreed there are still unknown issues regarding the Specific Plan and it will <br />take a while to resolve. Those numbers can be changed and the reimbursement agreements <br />amended based on that information. We need to get this road built! He is not interested in <br />lights or arrows saying slow down and be careful. He wants the road built as soon as possible. <br />He agreed with the staff recommendations. <br /> <br /> It was moved by Mr. Tarvet to approve the Reimbursement Agreements with <br />Signature Properties for the Vineyard Avenue "S" curve realignment, "S" curve water <br />extension, "S" curve sewer extension and the Ruby Hill Fire Station. <br /> <br /> The motion died for lack of a second. <br /> <br /> Ms. Mohr indicated her concern about delaying this until the Specific Plan is finished is <br />the fact that it could be two years before the road was complete. If delaying construction could <br />be a driving force to get the Specific Plan completed in six to eight months, she might consider <br />that, but she was not sure the Planning Department workloads would accommodate that unless <br />every other project were put on hold. Also, because this is such a highly charged issue, she <br />believes it will take extra time. She believes it is too late to start construction now, on the other <br />hand she does not want to see it delayed two years. <br /> <br />08/13/96 <br /> -10- <br /> <br /> <br />
