Ms. Dennis preferred the language of B.2., which she felt was clearer because it said the
residential units "shall not exceed".

Mr. Tarver felt the point was that the number of units does not have to be 29,000, but
shall not exceed that figure.

Ms. Michelotti suggested combining the two in some way.

There was discussion regarding the appropriate wording.

It was moved by Ms. Dennis, seconded by Ms. Michelotti, to adopt the foBowing
ballot language: "Shall the Pleasanton Residential Buildout Initiative be adopted, which
provides that the maximum number of residential units at build out shah not exceed 29,000
units and cannot be changed except by a vote of the people?"

The roll call vote was as follows:
AYES: Councilmembers - Dennis, Michelotti, Pico, and Mayor Tarver
NOES: Councilmember Mohr
ABSENT: None
ABSTAIN: None

Mr. Pico, Ms. Dennis and Mayor Tarver volunteered to be the signatories to the ballot
arguments in favor of the Urban Growth Boundary and Residential Buildout initiatives.

Mr. Roush reminded the Council regarding Brown Act requirements.

Mr. Pico announced he would be on vacation during the period when the arguments
would be drafted.

There was discussion about how to draft the arguments and get original signatures while
still abiding by the Brown Act.

Mr. Tarver indicated he would sign the rebuttal arguments and therefore Tom and Becky
can work on the direct arguments.

Mr. Pico felt that since he was going on a trip, he thought it would be better if he signed
the rebuttal and Mr. Tarver signed the direct arguments. That was agreed to by all.

Mr. Roush indicated the impartial analysis will also be due on August 15, 1996.

08/07/96
9
