Mr. van Gelder indicated an annual baseline traffic report has been prepared. A traffic <br />model is being run now and if it shows that certain intersections are not working well without <br />improving access to the Interstate, then a recommendation will be made to do an in-depth study <br />to consider what happens if an interchange is built. That would require additional consultant <br />work, which is currently not budgeted. <br /> <br /> Mr. Tarver indicated the citizens would be involved continuously from the beginning to <br />the end of the process. <br /> <br /> Ms. Michelotti believed Mrs. Thompson was referring to the current study for assessment <br />of the situation, but the General Plan will include requirements for another study to review <br />impacts and alternatives with community involvement in the second study. She had a proposal <br />that insures that before Council takes any action to proceed with the interchange that the study <br />will have to be completed. <br /> <br /> Ms. Thompson wanted to know where the study goes after it is completed, to the <br />Planning Commission, the Council, etc.? She does not want it to go to an initiative. <br /> <br /> Mr. Tarvet stated that before any action is taken to begin construction, the residents will <br />have time to prepare an initiative. <br /> <br /> Ms. Acosta indicated the report will go to all the bodies mentioned by Ms. Thompson. <br /> <br /> Ms. Thompson did not believe that the staff should be making recommendations from <br />a report that was written by them. An outside body should make the recommendations. <br /> <br /> Mr. Tarver said the process is still under discussion. Staff is a resource that is used for <br />all City studies and he reiterated that everyone in the neighborhoods and community who is <br />interested will be part of the process. He pointed that this interchange has always been in the <br />City's General Plan and as part of the traffic models. What is being requested now is a <br />significant change to that and Council is concerned about the effects. <br /> <br /> Jim Happ, 39 California Avenue//108, reiterated the claims of the property owners. He <br />referred to Ms. Dennis' desire to have other uses such as a bed and breakfast. That will have <br />just as much impact as residential units. A commercial enterprise will generate traffic. There <br />are still no improvements to Vineyard Avenue or generation of funds for improvements. <br /> <br /> George Schneider, 3867 Kilkare Road, Sunol, pointed out where his residence was on <br />the General Plan map. Most of Kilkare Road is excluded from the General Plan except his <br />property. He felt Council was abusing his civil rights and he demanded that Council remove <br />his property from the General Plan. <br /> <br /> Irmeli Vatanen, 1504 Redwood Drive, Los Altos, manager of the Lin property on <br />Vineyard Avenue, believed there were contradictions in these statements.
