Jack Hovingh, 4250 Muirwood Drive, expressed his dismay at the conduct of the last
Council meetings. Councilmembers who exercise the Council Rules and Procedures should not
be criticized. He also felt there should be more civil conduct among members. In addition, he
wanted those running in the November election to refrain from participation in the Mayor's
Report or other televised interviews.

Mr. Tarver indicated there is an established policy that the Mayor and other
Councilmembers running for office will refrain from participating in the Mayor's Report for
September and October.

6- PUBLIC HEARINC;$ AND OTHER MATTERS

Item 6a
Consideration of certifying the adequacy of the Final EnvirOnmental Impact Report.

Item 6b
ConsideratiOn of adoption of the 1996 Pleasanton General Plan U_odate.

Item 6c
Consideration of resolution placing General Plan amendments on November 5, 1996 Ballot.
(SR 96:243)

Mayor Tarver presented his proposal on the way to process the agenda items. He
related there have been 100 meetings of subcommittees, 80 meetings of the Steering Committee,
eight meetings of the Planning Commission, and nine meetings of the City Council. He asked
how Council wanted to proceed.

Ms. Michelotti proposed to take testimony on all three items before Council addresses
the issues. She also thanked the Mayor for continuing this item to tonight in order that all the
Councilmembers have an opportunity to vote on this.

Ms. Dennis agreed with this procedure.

Mr. Pico indicated there have been at least two public hearings on this matter. He
strongly suggested that public comments be only on new issues.

Mr. Tarver wanted it to be decided at the beginning of the meeting whether the meeting
would be continued to August 7 if the matter has not been decided by 11:30 p.m.

The consensus was that the meeting would be continued to tomorrow if not completed
by 11:30 p.m.

Mayor Tarvet asked for public comment.

08/06/96 -4-
