Mr. Roush indicated staff would bring back a report regarding the interim policy at a <br /> later date. <br /> <br /> It was moved by Ms. Michelotti, seconded by Ms. Mohr, to take out the 150 unit <br /> target for the Vineyard Corridor. <br /> <br /> The roll call vote was as follows: <br /> AYES: Councilmembers - Michelotti and Mohr <br /> NOES: Councilmembers - Dennis, Pico, and Mayor Tarver <br /> ABSENT: None <br /> ABSTAIN: None <br /> <br /> The motion failed. <br /> <br /> Happy Valley <br /> <br /> Ms. Michelotti referred to the petition presented regarding the one unit per two acres <br /> designation. <br /> <br /> Mr. Tarver was concerned about the eleventh hour plea to change everything that has <br />__ been worked on for the past three and a half years. People should make their points early and <br /> participate in the entire process. This is to be a specific plan area that needs more study and <br /> involve all those affected. We are setting targets and he felt the way it has been laid out is fine. <br /> <br /> Ms. Dennis agreed. The specific plan can address the concerns that have been raised. <br /> She is concerned about the conflicting input she is getting from this area regarding traffic. <br /> There is a lot of work to do yet and the way Council can be most helpful is to be a sounding <br /> board through the process. They need to see all the alternatives. The specific plan is a starting <br /> point and there is a long way to go. She wanted to keep the recommendation for an overall <br /> density of two acres. <br /> <br /> The consensus was to leave the designation for Happy Valley as it is. <br /> <br /> Housing Cap <br /> <br /> Ms. Michelotti referred to page 6 and asked for clarification on Program 14.4 on page <br /> II-20, "Undertake a study to determine if the maximum number of housing units which may be <br /> constructed on an annual basis could be reduced.. ." She thought that was supposed to include <br /> a mid-range target not a maximum density. <br /> <br /> Mr. Tarver indicated the Council majority voted to have a target of 350 units but he had <br /> a question whether there was evidence to support that target. <br /> <br /> 08/06/96 -23- <br /> <br /> <br />
