The roll call vote was as follows: AYES: Councilmembers - Dennis, Michelotti, Pico, and Mayor Tarver NOES: Councilmember Mohr ABSENT: None ABSTAIN: None Mr. Tarver asked staff if Council should certify the EIR? Mr. Roush indicated that since nothing else is being formally adopted tonight, staff would prefer taking all actions together on July 25. Ms. Michelotti thought that a review of decisions made on July 9 should be postponed until the minutes of the meeting were available. She referred to the decision made on the Rose Avenue extension "to diligently pursue the extension of Rose Avenue to Valley Avenue with all necessary means." She thought the motion she had voted against was the deletion of Rose Avenue and she did it for very different reasons than the Mayor. She wanted that to come back for another vote. Ms. Dennis believed that was the motion. If Rose Avenue was to be left in the General Plan then Council was to be diligent about pursuing the extension. That was why Ms. Michelotti had voted against it. Mr. Swift reviewed the prior motions and votes. Ms. Michelotti believed it appropriate to adopt a separate motion regarding the Urban Growth Boundary map. It was moved by Ms. Michelotti, seconded by Ms. Mohr, to adopt the Urban Growth Boundary line as designated on the Land Use Map and amending it to add the El Charro Road alignment as proposed on the map. Mayor Tarver indicated this meeting will be continued to Thursday, July 25, 1996, at 7:00 p.m. to take final action.
