Ms. Michelotti indicated she would like to make it clear that in the future major <br />adjustments are to be made with General Plan updates; only minor adjustments are granted under <br />the criteria. <br /> <br /> Mr. Tarver assumed the Urban Growth Boundary will go to the ballot and the people will <br />decide on whether they wish to vote on changes to it. Should that succeed, he is concerned <br />about minor adjustments. <br /> <br /> Ms. Dennis felt the criteria were very clear. The purpose of minor adjustments would <br />be to extend services without urban development into an agricultural area when the adjustment <br />is otherwise consistent with the goals and policies of the General Plan. <br /> <br /> Mr. Tarver still wanted some quanfifiable outside limit. <br /> <br /> Mr. Pico wanted to link the criteria so that all five would have to be met for any minor <br />adjustments. <br /> <br /> It was moved by Mr. Pieo, seconded by Ms. Dennis, to link all five criteria and <br />include the criteria of minor adjustments in Program 11.3. <br /> <br />The r011 C~l vote was as follows: <br />AYES: Councilmembers - Dennis, Michelotti, Mohr, Pico, and Mayor Tarver <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br />Foothill Road <br /> <br /> It was moved by Ms. Miehelotti, seconded by Ms. Mohr, that the Kuki property <br />retain the low density designation under the 670 foot elevation. <br /> <br />The r011 call vote was as follows: <br />AYES: Councilmembers Michelotti and Mohr <br />NOES: Councilmembers Dennis, Pico, and Mayor Tarver <br />ABSENT: None <br />ABSTAIN: None <br /> <br /> The motion failed. <br /> <br /> Mr. Pico indicated he would support moving the Urban Growth Boundary so that the <br />Butler property is outside the line. <br /> <br /> Ms. Dennis was not certain Mr. Butler fully understands what he is objecting to. <br /> <br />07/16/96 -4- <br /> <br /> <br />
