of Pleasanton is interested servicing the project through the normal annexation process or
that the City would enter into negotiations on the basis that terms are beneficial to the City
of Pleasanton; Pleasanton, however, will not participate in the RFP process.

Ms. Mohr felt that apart from the sewer and water issues, annexation may not be
attractive to the City of Pleasanton. She did not think the property taxes would generate enough
revenue to pay for the level of service the City would have to provide. She did not think
annexation would be in the City's best interest. Before Council encourages annexation, she
suggested getting further information on the impacts of annexation.

Ms. Michelotti wanted a better understanding of what could be anticipated in annexing
the Bernal Avenue property.

Mr. Lum indicated the Bernal property could receive utility service from Pleasanton and
Castlewood would still be out there alone with the sewer problems.

Ms. Michelotti felt that once Council knows what is to happen on the Bernal property
for certain, then further assessment could be done regarding annexation of the Castlewood area.

Ms. Mohr felt that assessment will show that it will be expensive for the City of
Pleasanton. On the other hand, there may be other benefits we do not currently know about.

The roll call vote was as follows:
AYES: Councilmembers - Dennis, Michelotti, Mohr, Pico, and Mayor Tarver
NOES: None
ABSENT: None
ABSTAIN: None

07/16/96 -29-
