Although there is no problem in Pleasanton, we don't live <br />in a vacuum and should be helpful if we can to cities that have problems. Ms. Dennis requested <br />considering the matter again when the Police Chief is here to respond to questions. <br /> <br /> Mr. Bocian indicated that could be done and it appeared there was specific information <br />the Council wanted to receive. <br /> <br /> Mr. Tarver wanted more information. He indicated he had made a commitment to the <br />other mayors that Pleasanton would be part of a regional approach to this problem, but that does <br />not mean we are in lock step. He wanted to know the actual facts: What is a junk gun? What <br />is the liability issue? Are we required by the Penal Code to have a permitting process for gun <br />dealers in order for dealers to be licensed by the BATF after next year. <br /> <br /> Ms. Dennis wanted more explanation of federal requirements for a firearms license; who <br />is the license issued to; and is there a minimum amount of business a dealer must have to <br />maintain the license? <br /> <br /> Mr. Tarver asked if the repair of guns is related. <br /> <br /> Mr. Roush indicated that the repair of guns is permitted in commercial areas under the <br />current zoning regulations. <br /> <br /> Mr. Tarvet referred to the various other assignments of the City Attorney and did not <br />feel this issue would come back to Council in the near future. It is important to have answers <br />to the questions and that everyone is notified when the matter is on the agenda. <br /> <br /> Mr. Roush said the issue would not come back before August 20. <br /> <br /> Ms. Dennis asked the audience to leave their names and addresses for future notices. <br /> <br />Item 6d - COntinued from 7/15/96 <br />Castlewood water and sewer system operations and maintenance. (SR96:218) <br /> <br /> Randall Lum presented the staff report. <br /> <br /> Ms. Dennis indicated this agreement is basically contractual and if there are liabilities in <br />terms of impacts on staff time, etc., can we respond in such a way that Castlewood would <br />compensate the City for its expenses? There should be some benefit to the City. <br /> <br /> Mr. Lum indicated staffs approach would be to enter into negotiations with the goal of <br />preventing adverse financial impacts on Pleasanton and reducing liabilities in terms of staffing <br />and the insufficiencies with the Castlewood system.
